CALCUTTA: The budget demand under the head, “Jails and Convict Settlements” was discussed in the Bengal Legislative Assembly today [March 14]. Mr. Nishithnath Kundu (Unofficial Congress) moved a cut motion to discuss the “failure of Government to look to the grievances and amenities of the political, security and other prisoners, lack of control over the jail administration, lack of supervision and failure of government to release political and security prisoners”.

Mr. Kundu said that Government had… also failed to release even those prisoners who were suffering continuously from complicated diseases.

Mr. Atul Chandra Sen (Unofficial Congress) moved another cut motion to discuss the “continued detention of a large number of security prisoners and detenus though the security position of the country has admittedly improved”. He said that if there were concentration camps in Hitlerite Germany and Fascist Italy, there was no dearth of them in British India, specially in Bengal.

Replying to the debate, Khwaja Sir Nazimuddin, Chief Minister said that most of the grievances of the security prisoners had been removed. So far as criticism against jail administration with reference to Division III prisoners was concerned, he admitted that there was room for a great deal of improvement.
