Our interest in Pakistan is not focused on profit, says China's top power sector boss

One of China's top power sector bosses has said that China's interest in Pakistan is focused on sustainable development — not profit, Xinhua News Agency reported on Tuesday.

“We come to Pakistan not for the installation of our equipment and to gain profits. We pay more importance to improving the development of local high-end manufacturing industries so as to make the development sustainable," said Wang Binghua, the chairman of China Power International, a major stakeholder in the China Pakistan Economic Corridor (CPEC).

Mr. Binghua added, "We also try to group more local communities into our project to dispel their worries.”

He was speaking at Hub, Balochistan during the groundbreaking ceremony of a coal-fired power plant, one of the "priority projects" under CPEC. Mr Binghua's power enterprise is constructing and investing in the $2 billion project along with Pakistan’s Hub Power Company Ltd. The plant is expected to be operational in August 2019.

He made promises of increased employment and training for graduates, saying the project will enroll Pakistani graduates.

"If they leave the Hub plant, they will likely get another opportunity in other plants. It will make this industry in Pakistan more sustainable,” said Mr. Binghua.

Mr. Binghua said the power plant will:

generate about 9 billion kWh of electricity annually
create 10,000 jobs for locals
be operational in August 2019

The new Hub coal-fired power plant in Balochistan would benefit both the people and government after its completion in 2019 in mitigating the power outages and help move the wheel of the economy

Promises of Hub power plant

Mr Binghua said the Hub coal-fired plant will allow locals to enjoy cheaper electricity, adding that "about 4 million Pakistani families will benefit" when it is running.

“No country can rely on only one sort of energy," he said, adding that coal, gas, solar plants along with wind and bio-energy should be utilised in order to guarantee a country's energy security.

'Hub plant will be environment-friendly'

Mr. Binghua said his company is paying close attention to five areas for the Hub plant: safety, operation reliability, environment-friendly standard, economy and adjustability.

"I’m confident to say that we are providing an excellent and responsible service to Pakistan since all of the equipment to be used in the project is top class globally,” the Chinese entrepreneur said.

The SPIC chairman emphasised that although the Hub project is a coal-fired power plant, emission curbing will be used in the complex to meet "local or even stricter legislation" on coal-fired power plants.

He explained that sensing devices installed on top of chimneys on the Hub plant will detect data regarding chemicals such as sulphur-dioxide or nitric-oxide in waste gas. The data will then be sent to the local environmental department for evaluation.

He added that his company has plans to construct a cement factory nearby to utilise wasted dust produced by the power plant.

“I asked to open this plant to the Pakistani public after its completion so that the local people could experience for themselves the eco-friendliness of our coal fire plant," he said, expressing confidence in his company's efforts to make it safe.

CPEC is a Chinese project designed to help Chinese exports to other countries and even to Pakistan to flood with its cheap goods through China. It is designed by Chinese engineer, being built by Chinese workers but financed by people of Pakistan by borrowing money from Chinese banks at very high interest rates. Whole thing is a big scandal.

When all countries are moving away from coal or fossil fuel power production, pakistan is taking them in. Why can't chinese invest more on solar or nuclear and hydro electricity. come 2030, all nations needs to comply with enviornment norms (pakistan has signed paris agreement).. pressurize chinese to invest on SOlar or nuclear or wind power, that will be much more helpful, bringing old coal chinese plants and polishing them won't serve pak energy purpose in future.

@Nitin Saini You are commenting without knowing anything as most neighbors do. The CPEC investment in CPEC power related projects is a mix of Hydel, clean RLNG power, Nuclear power plants 1100MWx2, and 360MW and 1000 MW at Chashma, 3 nuclear power plants are up and running though earlier plants were not part of CPEC. Then there is 2600 MW of wind power, 600 already installed. One 1000 MW solar power plant at Bahawalpur, many smaller plants. Hydro power like Karot, Sukhi Kinari, Neelum Jhelum, Bunji, Bhasha and many more. It takes more time to construct a dam. Also coal power plant is of super critical clean system installed, as written in the article.

@Nitin Saini you're angry because your country could not fool Pakistanis. By the way, what about India's Rampal coal power plant in bangladesh which is going to harm Sundarban in a big way. Even United nations objected against it and advised Bangladeshi government so many times to back off from the project. But Indian sponsored current government is hell bent in allowing Indian company to go with the project. Do you know sundarban is a world heritage? Do you know this same Indian company was not allowed by the Indian government itself to make this power plant on Indian soil? Lecturing here on Chinese coal plant. What about Adani's Coal plant in australia against which Australians are protesting now? Even Australian cricketers have appealed to Adani group not to go with the plant.

Apart from that China is investing in 5 wind power projects, 2 solar ones, one tidal project and a bio energy project too.

China means business like all other country, but here China is taking extra benefits. Even Mumbai Ahmedabad bullet train project, japan asked only 30% of machinery from Japan. but here in case almost 100%machineries imported from china without import tax. Strange but true

For argument sake lets accept that what you are saying is correct which i know is not, then still people of pakistan are very happy that our closet friend china is going to benefit from this project. Our friendship with china is not a zero sum game and China has always supported pakistan politically, morally and now is supporting Pakistan in defence and military field. This is causing a lot of concern and jealousy to our well wishers in the neighbourhood as they can not dream of such support from anywhere. @COAL IS DEATH The last time I checked about 65% of energy in India is produced by coal power. The reason for high particulate material in air in Delhi and elsewhere. Delhi is ranked as number one in worst air quality and according to a recent report in TOI, every two minutes one person in India is dying because of air pollution.

In India we have first hand experience of Coal fired power plants and how our environment is spoiled is infront of our eyes. Hence India is gradually moving towards Solar, Nuclear , Wind and Ocean power projects along with Hydro Power. All the coal used in India is local coal. Now what is being done in Pakistan with imported coal is definitely going to be expensive than hydro, nuclear and solar powers. Further, the soil in these areas will become unsuitable for cultivation within 10 to 15 years. The burden, China and India are trying to get rid off, now Pakistan is taking on its head.

Sure that may create a few hundred jobs. But what about the cost of the product to consumers? What about the cost of damages due to the resulting pollution? $70 billion bullet train between Mumbai&Ahmedabad just for 0.1% loan payable only after 15 years. $100 billions for Delhi_Mumbai industrial corridor (just like CPEC) with 0.3% to 1% loan,payable after 10th year onwards. When Japan can offer such bargainingly low interest rates then for God's sake why Pakistan running after China which benifits Pakistan more than China. No never be jealous for CPEC, but nawaz Sharif would have bargained for better terms and conditions.

@for God Sake Bullet Train between Ahmedabad-Mumbai?? Why India is going for such fancy, extravagant, show off projects, at a whopping 70 billion USD. Must be enough to overhaul the derelict, crumbling rail infra in India. According to many reports Indian railways need to overhaul its crumbling railway system as it is huge. Also there are about 12 daily deaths on an average in Mumbai on railway tracks, on local and others. India has the highest number of traffic related deaths in the world, about 300,000 per year, though the per capita cars are one of the lowest. Mumbai has a Metro train, another fancy small project no one uses. Everyone uses the Mumbai local. Need to come out of this extravagant ideas, start with the basics which benefits masses.

Why people are so worried about chinese interest. China is investing money and so she will be benifited. The important thing is that when no country in the world was intereted in pakistan China helped us. We have power shortages and we should encourage any kind of project because it will not only end our electricity but also creates jobs. I personally think that pakistan should use its coal researves because all have used it since hundred years back. I don' understand indians why they are so worried for enviroment when they already emitting carbon dioxide and sulphur dioxide,i think they are jeolous because if yhey are friends of enviroment they should stop using coal fired power plants.

I am sure, china govt is paying its full and honest attention to help Pakistan in every way possible for two readons;readons, ever lasting true depenadable and trustworthy relationship and security of her own interests, namely, direct and a secure in every possible way supplies of middle eastern energy. In conflict, India and western powers will not allow a drop of ME oil through Indian Ocean. On the other hand a short sea route and even that with Pakistan and Iran borders then through Pakistan land route is the best and safest imaginable supply route of oil to China.Therefore prosperous Pakistan is a security of china. Wise nations looks beyond tomorrow, unlike of PPP and other corrupt to the bone in Pakistan luck.I beleive every word of Chinese executive that is repoerted by dawn. CPEC is giving stomach pains to west and India, the reasons, I have stated in the above paragraph.

As an engineer myself my best wishes for Pakistan and its people but coal industry is dying industry. World is moving towards Hydro power & Solar but these Chinese are fooling these uneducated ministers from Pakistan and showing them the sky. Coal mining is the THE MOST dangerous and labor intensive job ever. Chinese will pay huge amounts to their engineers and their expertise but the Pakistani labors will be doing all the hard work mining coal and risking their lives and will paid peanuts. I hope my pakistani brothers take it in the right spirit. We wish Pakistan to be developed by 2025. For that Pakistan needs more schools, colleges, give high class education to produce more CEOs & hospitals to give good healthcare for poor people. But generating electricity from coal is bad idea.

Setup unviable ports, airports and power plants, with loans that have a high interest rate that can never be paid back. @Raj_Indian Charity begins at home...65% of electricity produced in India is from coal. In Pakistan it is about 1%, even after new coal power plants it won't be more than 6%-8% that is produced from coal. So need to start putting your home in order. As for other things written , check the international forums reports...India has more multi dimensional poverty than Pakistan, India has more adult illiterates than the rest of the world...so on and so forth. So start with the basics...look inward.

@Mustty You need to relook at map again . Why they have to go South Korea ? Anyway shipping through ocean is 1/8th that the cost of shipping through land based route . And most of the Chinese manufacturing hub is based on eastern part of China which is more than 10,000 km away from Gwadar port .

@JAMIL SOOMRO, NEW YORK CITY : A super critical technology based coal fired power plant ( 2 x 660 MW ) doesn't need 10,000 worker. Yes during erection phase ( construction period ) more than 10,000 people will be employed. However once plant start running , 600-700 people are sufficient to run that capacity plant .

Coal power plants leave quite a lot of environmental impact. If anything they should have invested in solar power management systems which could give a long term employment systems. Balochistan can also be used for hydroponic farms as well which can definitely help Pakistan to compete in the international market. I am certain that solar power can help lower the electricity shortage for Pakistan and all we need is a competent government to actually invest in a project that actually works. This can definitely give opportunities to engineers and new graduates to seek work. Pakistan also signed the environment pact in Paris which kind of states that they will be lowering their dependency on fossil fuels which i think will not happen anytime soon.

Please elaborate how the energy generated by the power plant will allow locals to enjoy cheaper electricity? 1) however,electricity generated by any power plant is transferred to National Grid from where, it is further distributed across the country. Now the question arises how will you distinguish the energy consumed by the locals was exactly from the Hub Power Plant? 2) As the NEPRA, Pakistan's electricity regulatory authority, decides tariff for DISCO's on parity basis, I don't think dual tariff system exists anywhere in the country except K-Electric.

Not focussed on profit ? Then please give an interest free loan for Pakistan's development. Current interest rates for Chinese loans are higher than even market rates. Also please provide electricity at lower rates. Pakistan is "helping" China in many ways against a common rival neighbor and China should respect that help and reward Pakistan in return. Friendship has to work both ways.

TATA is operating one UMPP ( 5 x 800 MW ) in Gujrat & Reliance is operating one UMPP ( 6 x 660 MW) in MP . These company were selected through bidding process i.e who can supply power at cheapest rate to Govt . These companies had quoted price of Rs 2/- to Rs 2.50. ( PKR 4 per Kwh ) . Can Pakistan Govt ask chinese company to supply power at PKR 4 per kwh ??

" There lies the difference . Having worked in 2x350MW coal fired plant for 6 years , let me tell you 10,000 job creation is highly exaggeration. Yes during construction of plant more than 10,000 people will work . But once the plant start commercial operation , 500-700 people is enough to run the entire plant . When you talk about cheap electricity , how do you define it ? We used to sell power at Rs 2.80 per kwh in 2015 ( i.e PKR 4.5 per unit ) . What price you expect from CPEc based power generating companies ??

Donald Trump is also allowing coal mining in the US. Coal-powered plants are hazardous but it is good that Chinese government realizes this. However, I think it should also take control of environmental implications and not just leave it to the corrupt government of Pakistan. @Mustty Depends on where you want to go in China. It is definitely cheaper to go by ships if any goods needs to go to East side. Maybe it would help on some western locations. Going by sea is 10x cheaper(or more). This is more strategic for China, from defense perspective and also emergency route in case of crisis.

@Jamal Khawer Its not about respect..Will pakistan future power needs will be fulfilled by Coal plants? by 2020 pakistan will only get power sufficient enough to meet it need but no plan to cover future power need based on population growth and power consumption increase. Investing on outdated tech is not good thing, its like u keep on buying old 15 year old bus which got banned in other countries but u roam it around freely. Invest in Solar or Wind power, Sindh has a lot of potential for both..pakistan doesn't have enough coal production or quality of coal available, it has to import it..better go for solar or wind power.

@faraz Biggest coal reserves are as follow Russia - China - Austraila - India - germany - Ukraine - Kazakistan - Colombia and then canada.. Where is pakistan? Pakistan is getting very good option but wasting CPEC by taking in old tech..remove coal plants.. don't make same mistakes that others do

India reduced coal % from 65% to 59% in 2016. So india and even china is reducing coal based power production in % term on total electricuty produced..pakistan should move to solar and wind power in big way, avoid coal...coal based power plants won't help in long term.

Power is not finished product (unless you're planning to export this power & generate enough revenue out of it to pay CPEC interest bills), Power is input which is needed for industries. Have you planned how to utilize these facilities of power, roads etc to generate output which will give you revenue in long run? that is the real question... some of my indian friends talk about high cost of power but I think that is not such very big drawback. costly power is better than having no power.. provided you've use for power so generated

Coal fired plants are getting stopped due to environmental norms. The only issue is China has lot of Boiler & Turbine OEMs - Harbin, DEC, Shanghai Electric. Their shops are getting closed due to lack of built up Thermal power plants. Please see the hidden agenda here.. :) Good Luck anyways!

We need industries, schools, universities and hospitals of our own to make a strong base for ourselves but these governements deny these basic rights to its citizens. I have done my research as i work in óne of the worlds biggest consultancy firm in Frankfurt, Germany. We are working on it. You seem to be a supporter of the Shrek ruling Pakistan. If you can even cover the interest payment to Chinese banks just as you mentioned from trasit and toll fees even after 1 year would be a miracle. Go get your basic right fulfilled and study hard only if you a a UPS or a generator.

Do you even have any idea about the interest rates and how we are going to pay???.. By sitting home ? Government needs to spend and give rights to its people by providing the right to health, educations, industries etc etc.. Not buying london flats and investing in tax free havens...

I'm a realist, and an educated one, I appreciate the guys vision, but its completely and utterly a fib to say the Chinese are only doing it for the good, and not profit. These big companies are worth BILLIONS not because they invest for other peoples good, but because its a win win, they also make a killing, that's business, and I'm good with that. I definitely is great news for the areas where these projects are being built, maybe it will force the kids to go and get a good education since jobs will come available, it will also eliminate the energy shortage to put it simply. Lets call it what it is, lets not over emphasize the reasons, at least not the ones that are hard to swallow.

I am a Chinese. My pakistani partners told me that pakistan is big market for Chinese, haha...I told them that concept is wrong. In fact Pakistan is on almost 40th position of China Trading Partner. The Biggest trading partner for China is like as EU, USA, Japan and so so. CPEC, actually is a bilateral benifit project. Pakistan can develop its economy. China can get a way to middle east. That is.

@M.Saeed " There is a place in balouchistan with the name of " Chamalang" its has the 2nd largest caol mines in Pakistan and the best quality world has seen so far. many international firms went there to conduct the quality test and they were amazed to see the results, my source is my brother who assisted the international firms in this process. we will use our own coal for this power plant .

Please check online It really pains to see that in spite of the fact that new agencies like dawn are trying to bring the facts infront, still most people cant see the truth. The Chinese are not hiring any locals and that is proved beyond doubt, and its clear where they are heading to. But still people are overlooking the truth. Does anyone has the details of the spending of CPEC and the terms and condition of the repayment? Answer is NO. Even your think tanks are worried about it. I don’t know why you are in denial mode still

You can acquire a position in a business of loss, to place yourself to get profit made on another business deal from that business that is running on loss. It seems complicated, but business people do it all the time. We understand what he means and agree.

Five years down the line, as love and family grows, both can't even recall the "guarantees" that were issued before the engagement. They know that they can't live a happy life, separated from each other, so one revert to the previous guarantee. Their mutual interest is the guarantee. Life works the same way in all aspect.

It would be foolish to think they are not thinking of themselves when they invest in Pakistan for CPEC. However, if them investing in Pakistan helps us out then so be it. Better than nothing.
