Sindh’s stand was that … Irsa should wait until sufficient water became available.

… It is a matter of record that Punjab has been taking more water from Sindh’s share. Punjabs tactic has been to isolate Sindh by taking the two other provinces into confidence. …[Sindh’s] entire economy is at stake.
