ISLAMABAD, Feb 19: The government has approved upgradation of the teaching staff working in educational institutions under the Federal Directorate of Education (FDE). After the upgradation, a new service structure will be introduced in all the schools and colleges.

According to a notification issued by the finance division, the positions of trained undergraduate teachers and drawing masters will be upgraded from BPS-14 to BPS-16 and will be considered as trained.

Similarly, the posts of physical training instructors (junior) (BPS-14) will be converted into physical training instructors (senior) in BPS-16. In the same way, teachers serving in grade-9 (matric trained teachers) will be moved to BPS-14 and considered as elementary schoolteachers.

The government has also approved upgradation of teachers serving in grade-16 and above but these will be through the time-scale formula.

The notification said the supplementary grant for the upgradation had already been conveyed. Some conditions have been prescribed for the new service structure. Before the implementation of the upgradation plan, amendments will be made to the recruitment rules. Appointment to the upgraded posts will be made in accordance with the provisions of the civil servants (appointment, promotion and transfer) rules 1973 and the specific rules of the establishment division 2008.

Besides, it added, introduction of the new service structure should not be construed as automatic upgradation of the posts along with the teachers.

Appointment to the upgraded posts will be made according to rules prescribed for the specific posts.
