ISLAMABAD: Like most land development schemes of the Capital Development Authority (CDA), the Bhara Kahu Housing Scheme for federal government employees has not made any progress as the matter is in litigation.

Responding to a question by Senator Nuzhat Sadiq of PML-N the minister for housing, Akram Khan Durrani, told the upper house that the scheme, initiated in 2009 is being developed.

The reply by Akram Khan Durrani was filled with confusion and incomplete information as he said that the housing foundation had made an agreement with MS Green Tree on April 1, 2009 for the purchase of 3,000 kanal of private land at Bhara Kahu.

However, in the next paragraph the reply by the minister stated that the company has transferred 3,153 kanal land to Federal Government Employees Housing Foundation. He said that the construction agreement is to be executed and infrastructure development cost shall be paid as per schedule of the said agreement.

The Senate was informed that the first instalment amounting to Rs121.12 has been paid to Green Tree and they have accepted the payment without objection. But the company demanded to make payment of cost of land amounting to Rs700 million to be made before starting construction work.

Currently the case is in litigation in the Islamabad High Court, and so far five dates of hearing have been fixed in the High Court.

The senate was told that there are a total of 3,253 plots in the five categories based government employees’ grades.
