People's mandate stolen in 2013 elections, says ex-ECP additional secretary

ISLAMABAD: Former additional secretary of the Election commission of Pakistan Muhammad Afzal Khan has alleged that the general elections in May 2013 were rigged and that the people's mandate was ‘stolen’.

He said that former chief justices Iftikhar Chaudhry and Tassadduq Jillani were also involved in rigging the vote.

Khan made the allegation during an interview on a private television channel, in which he said that Prime Minister Nawaz Sharif did not win the elections in a free and fair manner.

He said during the interview that the Chief Election Commissioner Justice (retd) Fakhruddin G Ebrahim had shut his eyes on the rigging.

The former additional secretary said that the Election Commission had been put under tremendous pressure during the alleged rigging.

Khan said that judges were also involved in fixing the vote and that hearings of voter fraud was deliberately delayed.

Reacting to the interview, Pakistan Tehreek-i-Insaf Chairman Imran khan commended Afzal Khan and said that the former additional secretary's remarks vindicates the stand that he has been taking.

Imran Khan said that Afzal Khan's statements show that the position for Prime Minister Nawaz Sharif was untenable and again reiterated his demand that the premier resign.

Former Law Minister Rana Sanaullah dismissed Afzal Khan's remarks and said, "people like this are specially prepared for occasions such as this".

Sanaullah said that Imran Khan's protest movement has been a flop and that Afzal Khan like the PTI chief was being used as a pawn.

Why did not Additional Secretary of Election Commission of Pakistan, Mr. Muhammad Afzal Khan object at the time when rigging was taking place? Assuming he did object and his objections were ignored why did not he go public about his "objections" soon after the elections.? It took very long time for his conscience to bother him and make a statement that people's mandate was stolen. This matter should go to the Parliament and let the Parliament decide what should be the proper course of action in this regard.

Everyone knew that there had been massive rigging. But what is interesting is the timing of the revelation; a time when negotiations were ongoing and the dharna was losing its substance. In this country no one goes on live television and makes such revelations after 15 months unless they have a protective hand over them. I guess in this case it is pretty clear whose hand it is. Let us see how this game unfolds now.

So what was everybody saying! first prove then resignation. This alone along with the previous statements from even siting minister causes enough doubt that PMs resignation and a thorough investigation is in order. Investigation should of course include ex CJ. ( didn't IK had already named him?)

If the allegations are true then elections should be re held and conducted in a true and transparent manner. Preferably under international observation. Pakistan needs to transform itself in to a modern , progressive and corruption free state. This means from top to bottom. If there are any question marks remaining on the election results then it should be independently verified. If Nawaz Sharif or any party is found to have committed fraud then the leaders should be jailed and their party disbanded.

You guys who are naively asking that why didn't he spoke before, just use some common sense. The guy spent all his life as government employee. He wouldn't jeopardize his pension by blowing the whistle during last year of his service. Once he secured his pension, and was encourages and guaranteed protection from somebody, he opened up. InvestigatE his allegations and find the truth. These are not small allegations.

@Asif A. Shah: Perhaps you are missing the point. If the elections were rigged then it means the people sitting in the parliament have no legitimacy. As a basic principle of natural justice, the legislators whose legitimacy is in question can not judge their own case. Now, I think IK is justified in asking PM to step down for 30 days and let the judicial commission investigate impartially. If IK accusations are proved wrong then principally IK should retire from politics otherwise NS must go.

Every day a person comes out and says the elections were rigged, and every day PML-N says they are PTI supporters, how long! everyone knows among PTI and PML-N who is honest and can be believed. @Desi from Lahore Dost conscious of witness also took many years to wake up ( or was woken up by Zia ) in Bhutto case. This is only few months. 1 or 2 more witnesses and NS is toast. Now this would be a morale booster for IK and his march. Now I don't think they will back off on their demand of NS resignation.

I knew there was something wrong. Here you go ,the cat is out of bag. Eighteen months of favoritism , corruption and nepotism , such a mess this government has brought to us. Sethi was appointed four times against the will of the higher courts and yet hundreds of high level are not filled . The PML N government in Punjab and PPP government in Sindh are in power since 2008 but they failed to hold Local Bodies elections against the continuous orders of the Supreme Court orders. Do these governments deserve to stay and the answer is no . Zardari and Sharifs have joined hands to stay in power and continue to sacrifice people before World Bank and IMF and they themselves enjoy the helms of power in the name of democracy.

What an irresponsible statement to make! First, the timing is clearly politically motivated. Why else would he wait one year to say this? Second, even if we ignore common sense and accept for the sake of argument that what he is saying is true and all the independent observers are wrong - so what? If Imran Khan is really capable of pulling the miracles he promises, why doesnt he prove this in kpk rather than hold the rest of Pakistan hostage to his demands?

@chaudry Personal evidence in self is a part of proof in court of law. Mr. Afzal was in insider so his evidence is very important to prove the rigging. Moreover, he may have a lot of inside information making inquiry relatively easy.

@Go Model town incident was a story? Former Chief Justice never gave death sentence to any single Taliban arrested but took suo moto case against alcohol bottle? No FIR registered for Model town culprits even courts ordered why? Nawaz Sharif had bought whole Election Commission so how its members can speak against him. Also I am sure Nawaz Sharif had given death threats to all Election Commission committee members. Just put word "Nawaz" in front of your name.

After Mr Afzal Kan's revelations present illegitimate rulers have no right to cling to their rule so they should pack up without any delay. I think the only proof the PTI bashers would consider a proof and would want would be a video where Nawaz Shareef personally stamps the ballot papers. I mean come on, that is not going to happen. The additional secretary ECP in the 2013 elections himself has claimed that the elections were rigged. Why now? Now because at least now there are a few who would listen to him. Five months ago his revelations would not have meant anything. In a country where people have to protest for days to get an FIR registered for Model Town Traedgy, what else would you expect from this man. He spoke up now because Iftikhar Chaudhry is not in control anymore. I think that this whistle blower is honest and that the common man of Pakistan was cheated badly in the elections. Other people like Amin Faheem and Saleem Mandviwala also came out to expose in the same show that the elections were conducted by Iftikhar Chaudry and ECP was just dummy. Imran Khan is right.

Did he made any descending notes or put any or same in writing to some one. further, Why didn't he resigned, went on leave or asked his office to post him out on deputation during the election. I believe so far we have seen only two brave politicians in current scenario - Imran Khan and Syed Faisal Raza Abidi. Rest all others are commodity - Can be easily sale, purchased or exchanged. Rigging in elections is relative term in countries like Pakistan. It is matter of how much rigging. If Pakistan is aspiring to have super transparent election then it is great. How it will be made free when thousands of people are not really free to vote, that is my question. Their livelihood depends on these politicians. IK is not trying to make it free he is trying to make it fair. Maybe TAQ is trying to make it free n fair but it is a pipe drea, it will take revolution i.e. land reforms, cleaning up of institutions and system ad true accountability of all privileged people. Who has appetite for that? No one....not even TAQ.

This is the most powerful and reliable evidence that big scale rigging happened in 2013 elections in Pakistan. It is vey hard to standup against the Government and Supreme Court even after fourteen months, at least Afzal Khan had courage to speak the truth, he should certainly be commended.

@M Every one knew rigging was done, because due to presence of each party nominated judges. That is why they were trying to protect NS in the name of democracy....they knew one of these days some one like Edward Snowden will spill the bean. 2) To your question, why now ? well ! every one has the right to protect his future / career & family ( especially in Pakistan ) & wait for an opportune time to expose the truth. 24/8/14 was the time.... It was very courageous of him that he accepted that since he was part of the team, he is also guilty & should be investigated along with all who have been named....let us see the courage of those named to put themselves for accountability. Is it not criminal to get a years time to decide the cases & yet they have not done, just to keep on filling their pocket from tax payers money ? One thing that these 2 rallies have given...1) vindicated IK & Dr TuQ 2) raised awareness amongst the people that change is MUST 3) it has exposed the real faces of the parties who was seeking to protect democracy but instead interested to protect their misdeeds..4) awareness created that all this happens in absence accountability. When insha Allah investigation is done & people like Mr Afzal Khan & those named are on the dock.. CHANGE inevitable.

@Asif A. Shah Asif - Flaw in the system is that the Parliament is full of corrupt and biased MNAs. Alligation has to be investigated by completely independent commission

It is a pity that promoters of IK / PTA could only manage to 'motivate' someone like Afzal Khan, to bring to fore his allegations about rigging of last elections. Someone should audit spendings of these promoters to see how poorly they manage their "tasks".

This ba-raish person should be ashamed for his allegations without a proof. He must offer evidence for his accusations and if he fails he must be sent behind the bars. The only contribution of silly Imran and his goons is hurling insults, false allegations, and lies on others. That evil trend must be discouraged by prosecuting these evil people.

I am not a PMLN fan and I am convinced there was massive rigging which favored Nawaz Sharif and his party but Afzal Khan does not sound very credible to me and this revelation sounds like a conspiracy of some sort.

This guy is attending PTI rally and waiving PTI flag and sitting behind Imran Khan on the container just a few days before his conscious awakened.Being a govt servant it is a serious crime to participate in politics within 2 years of retirement .Suo motto action should be taken against culprits like these .

This is so annoying that your (moderator/s) have again declined to post my comment which I wrote yesterday. Why are you scared of your masters and can't print a straightforward and clean message which I posted. I have been reading "Dawn" since my school days. I live in UK for a number of years and always keep myself abreast with Pakistan news through your online circulation. I do understand the terms and condition which needs to be followed but this is not the first time that you have omitted my viewpoint which was very much within the parameters of limit which should be adhered. I am very disappointed.

Former Additional Secretary, This says it all. The man's employment was probably terminated and now its his way of getting back or IK is paying him handsomely to make the comments. Otherwise, did he not blow the whistle before?
