Why the MET Deptt and City Government failed to issue an early warning to the picnickers as it could have avoided the losses of precious lives?

It is really a tragedy that the govt knowing the danger of monsoon and at every eid holiday very very large numbers of pincnikers thrown the seashore and large number go for swimming. The precious life of drown people can be saved by timely move which govt. failed miserably. The proof of that the inflicting ban on the swimming ordinance/act was issued back dated( Dawn news) All the steps they are taking should have been taken before i.e. from the eid day. I hope this kind of mistakes may not be repeated in future. all my sympathy with the drawn peoples.
