ISLAMABAD, Nov 3: A female bureaucrat of accounts group has complained of harassment and illegal transfer by her senior colleagues but yet to get any response from the quarters concerned.
Ms Ashfaq Sheikh, a BS-20 officer, was working as Director General, Management Information Services (MIS), when, according to her, she was not only illegally removed from her seat, but also harassed by her male colleagues.
Ms Sheikh was a winner of special Prime Minister Honorarium and award for her outstanding performance.
According to a departmental representation she made to the auditor general of Pakistan, Ms Sheikh said, on October 8, she was handed down an office order signed by the director administration, relieving her from official duties.
After receiving the office order, she tried to contact Controller General of Accounts’ (CGA) office, who was neither available in his office nor accessible on his cellphone. “I also tried to contact director administration of Auditor General Office and others, but without success,” Ms Sheikh mentioned in the representation.
She further wrote that the office order was not only in contravention to the Esta (establishment) Code but also against the instructions of general Financial Rules and Security of Acquisition matters in the government departments.
Under the rules, the DG (MIS) being a senior BPS-20 officer and heading an independent department involving responsibility of cash, stores, and official record is required to relinquish the charge of her post by herself signing the charge relinquishment report with proper handing/ taking over.
In the representation she accused Deputy Controller General of Accounts (CGA), S.M Arif of using indecent and abusive language when she refused to leave her office. As a consequence, she was not only thrown out of her office, but they also detained her driver and impounded her vehicle at the behest of Mr Arif.
According to the representation, she had unearthed a number of financial irregularities worth millions of rupees, which had been committed at Controller General of Accounts’ office (CGA), and to hush up the affair, they planned her removal from the office.
At present, she is not allowed to visit her office to collect her personal belongings and desperately trying to personally see auditor general of Pakistan.
When contacted Mr Arif, he said, this was an official matter, hence, “I could not comment on this”.
