Health minister orders new transfer and posting policy
PESHAWAR, Sept 25: NWFP Minister for Health Inayatullah on Monday ordered preparation of a new plan for postings and transfers in the health department and banned all transfers till preparation of the new policy.
He issued these directives while presiding over a meeting convened to review the posting transfer system at the health secretariat in Peshawar.
Commenting on the present system, the minister said the it was cumbersome and complicated, and was creating problems and leading to wastage of time and energy.
“In the prevailing system, maintenance of justice, assurance of transparency and holding of merit is impossible,” he remarked.
In order to evolve an easy system for postings/transfers, the minster ordered constituting of a committed headed by Dr Roohullah, Director of Administration. The committee was directed to prepare the new policy at the earliest.
The minister directed the committee to form a simple proforma for those willing to be transferred and compel them to fill it also. Similarly, he asked for making it obligatory for applicants to get their applications recommended from DCOs concerned, and respective heads of their institutions.
He also directed for ensuring tenure policy at every cost.
The minister also underlined the need for delegation of powers for the transfer of grade one to 17 to the health directorate.
Moreover, he asked for squeezing the stages involved in processing of transfers cases both at the directorate and secretariat level. Similarly, he directed officers concerned to dispose of files within three days.
He ordered to entertain applications for routine transfers till March 10 and issue transfer orders by March 20. “Dispose of appeals against transfers till March 30 and then close the process,” he directed.—APP
