Districts of Durrani and Fazl main beneficiaries: Development fund allocation

PESHAWAR, July 13: A major part of the Rs96.34 million special fund meant to be allocated for district development works was diverted to home districts of Chief Minister Akram Khan Durrani and JUI chief Maulana Fazlur Rehman during the 2005-06 financial year, according to official documents.

Over Rs36.5 million was diverted to the two districts with Rs23.8 million going to Mr Durrani’s Bannu district and Rs12.7 million to Dera Ismail Khan, the home town of Maulana Fazl.

District governments were allocated Rs963.4 million to carry out their annual development programmes during the last fiscal in line with the Provincial Finance Commission (PFC) award.

According to the PFC’s recommendations, 10 per cent of the total amount of the district development funds, i.e. Rs96.4 million, had to be utilised by the chief executive of the province on the need basis.

The third largest amount of Rs10.4 million went to Buner, the home district of the speaker of the NWFP Assembly, Mr Bakht Jehan Khan.

Of the Rs23.4 million diverted to Bannu, Rs400,000 was released for establishing a post of emergency police Rescue 15, Rs1.1 million for power supply to some villages, Rs1 million for renovating the offices of the executive district officer (health), Rs1 million for completing the phase-1 of a police-public project and Rs20 million for upgrading Government Higher Secondary School Sikanar Khel Bala to the college level. The college has been named after Chief Minister Durrani.

An amount of Rs50,000 each was released to Madressah Darul Islam Kurem Ghari and Madressah Arabia Islamia Nusratul Huda, and Rs100,000 was released for construction and repair of a mosque at Sikandar Khel Bala.

Likewise, of the Rs12.7 million allocated for D.I. Khan, Rs10 million was released for undertaking various power supply projects, Rs1 million for establishing a public rest house and Rs1 million was given to Jamia Muryali.

Out of the Rs10.4 million given to Buner, over Rs10 million was released for power supply projects and Rs300,000 to Madressah Saide-Na-Sadiq Akbar Tor Warsak.

As for other districts, Hangu received Rs3.5 million, Karak Rs1.9 million, Kohistan Rs5 million, Peshawar Rs4.7 million, Tank Rs5 million, Chitral Rs400,000, Haripur Rs223,000, Malakand Rs3 million, Mardan Rs874,000, Nowshera Rs1.77 million, Swat Rs1 million, Charsadda Rs50,000, Dir Lower Rs1.35 million and Laki Marwat Rs258,000.
