Rs266m for CCBs unutilised in Vehari

VEHARI, June 14: The district government has failed to motivate people to form Citizen Community Boards (CCBs) and Rs266 million are lying unutilized, Dawn learnt here.

People have been facing problems in registering CCBs and alleged that the government departments concerned are creating hurdles in the functioning of the already formed CCBs.

Due to procedural bottlenecks, only 150 CCBs have been registered during the last five years of which more than 100 registered after January 2006.

Some weeks ago, an Islamabad-based NGO launched the CCB awareness drive in the district and seminars were held in all three tehsils in which the social welfare department officials were also invited but they did not turn up. Almost every speaker at every seminar had alleged that the registration process was complicated and hurdles were being created in it. Moreover, officials concerned did not cooperate when some uplift works were suggested.

It may be noted that Rs20 million for agriculture sector, Rs20 million for community development, Rs50 million for education, Rs10 million for information technology, Rs10 million for literacy, Rs70 million for works and services and Rs72 million for other departments are available under the CCB Fund while about Rs100 million are lying unutilised with all three tehsil councils.

The Punjab Local Government Ordinance, 2001, introduced CCBs to ensure participation of the masses in uplift projects. Under Article 98 of the ordinance, groups of non-elected citizens could set up a CCB on self-help basis in their area for uplift.
