Piplan naib nazim accused of graft

MIANWALI, May 14: Naib Nazim Said Rasool and officiating Tehsil Municipal Officer (TMO) Chaudhry Zubair have misappropriated more than Rs2 million from the Piplantehsil funds and in award of contracts.

These charges were levelled by opposition leader in Piplan Tehsil Council Mian Masood Arshad at a press conference here on Sunday.

He said as the slot of tehsil nazim was lying vacant, the tehsil council during its meeting on Feb 6, 2006 had delegated financial powers to Mr Rasool who got approved development and non-development projects worth Rs25 million from the house.

Mian Masood alleged that the naib nazim violated rules in the award of contracts and received 10 per cent commission in advance.

The opposition leader alleged that the Punjab local government department delegated financial powers to Tehsil Officer (Inspection and Sanitation) Rai Ghulam Ali on March 18, 2006. The TO approved payments worth Rs800,000 within a span of 12 days by April 1 and the district government stopped him from further payments.

In another case, Mian Masood alleged that officiating TMO Chaudhry Zubair (grade-16) awarded the annual contract of services at Kundian in January 2006 to his favourite contractor for Rs2.4 million. He claimed that the same contract could be awarded through tender invitation for Rs4.85 million.

The opposition leader and his colleagues have appealed to the Punjab local government secretary and the chief minister to hold an inquiry into the award of contracts.

It may be noted here that during the local bodies elections 2005, three candidates — Malik Feroz Joya (Dr Sher Afgan group), Faqir Abdul Majeed (Rokhri group) and Ghias Mehdi Khan (independent) — had contested for the slot of Piplan tehsil nazim. After recounting, Mr Joya and Faqir Majeed bagged 74 and 71 votes, respectively.

Thereafter, the latter had got a stay from the Lahore High Court which was later on vacated and the former assumed the nazim’s office.

After some days, Faqir got a stay from the Supreme Court against Joya and now he (Faqir) has won the case and is expected to assume the nazim’s office from Monday (today).
