KARACHI: Board told to submit minutes of meeting: CBR promotion case

KARACHI, Aug 10: The Sindh High Court asked the central selection board on Wednesday to submit minutes of its meeting in respect of a promotion case held in February this year by Sept 3.

The order was passed by a division bench, comprising Chief Justice Sabihuddin Ahmed and Justice Mohammad Afzal Soomro, on a petition moved by Central Board of Revenue secretary Haseebul Haq through advocates Gohar Iqbal and Naushaba Haq Solangi.

The petitioner maintained that he had an unblemished record of service and his plea for promotion to grade 20 was upheld by the Federal Service Tribunal, which directed the establishment division to consider his case on merit. The central selection board, however, did not comply with the direction and his case for promotion was not considered when it met in February.

The petitioner said there was no tangible material against him and he challenged the board’s decision in the high court. A division bench, comprising Justices M. Mujibullah Siddiqui and Zia Pervez, directed the board to produce minutes of its proceedings on July 19. As his petition came up for hearing before a new bench on Wednesday, his counsel submitted that the minutes had not been produced so far. The bench asked the board to comply with the court order by Sept 3.

DPO SUMMONED: Another division bench, comprising Justices Ghulam Rabbani and Azizullah M. Memon, summoned the district police officer and a station house officer of Jamshoro on Aug 26 in a petition alleging kidnapping and confinement of two boys by landlords.

Petitioner Shrimati Rekha submitted through Advocate Abdus Sattar Sarki that her teenaged sons, Jai Ram and Naroo, were kidnapped by landlords Gyan Chand and Chandar about three months ago and had been confined by them since. She had not been allowed to see her sons.

The bench, which had sought comments from the official respondents, the DPO and the SHO, was not satisfied with the comments submitted on their behalf by a law officer. The two officials had expressed their ignorance about the incident of kidnapping and disappearance. They said no first information report was lodged and none had been registered.

The bench asked the two police officials to personally appear on Aug 26 and make their submissions before the court.

ADJOURNED: Additional Advocate-General Qasim Mirjat, meanwhile, informed the bench, comprising Chief Justice Sabihuddin Ahmed and Justice Mohammad Afzal Soomro, on behalf of the provincial health department that admissions to medical colleges were being made strictly in conformity with the prescribed criteria.

The comments were offered by the department in pursuance of a court order in a petition moved by a candidate, Abdullah Maher, through Advocate Mohammad Nawaz Shaikh. The petitioner said he was disabled and sought admission to a seat reserved for the disabled in the Ghulam Mohammad Maher Medical College, Ghotki. He said he was assured of admission after his interview but another candidate was admitted. He said he obtained more marks than the successful candidate. The bench adjourned further hearing to Aug 24.
