G-4 decides to delay UN move

Published June 8, 2005

UNITED NATIONS, June 7: The G-4 group — Japan, Brazil, India and Germany — have decided to delay submission of their draft resolution on the UN Security Council expansion till at least July, as the alternative proposals by Uniting for Consensus (UFC) group gained momentum, diplomats here told Dawn on Tuesday.

The G-4 groups wants expansion of the permanent seats in the UN Security Council by six, while the UFC group led by Italy and Pakistan has called for increase of 10 non-permanent seats in the council only.

As the alternate proposals submitted by the UFC gained more support among member states and that coupled with China’s declaration that it would veto any proposal to increase permanent seats in the 15-member Security Council the G-4 group is revising its strategy to enlist support before tabling the resolution.

Besides they want to wait for the outcome of separate summits among African and Caribbean nations. The African and Caribbean nations will formalise their proposals following those summits the diplomats here said.

The 53-member African Union and the 14-member Caribbean Community plan to hold summits in early July.

The G-4 countries are struggling to enlist support by other countries for the draft resolution calling for enlargement of the UN Security Council. The G-4 is also asking other UN member states to become co-sponsors of the draft resolution.

Meanwhile, the five permanent Security Council nations, which remain divided over the contentious issue of expanding the United Nations’ most powerful body, have been holding a series of discussions over the expansion of the most powerful organ of the world body.
