KARACHI: High Court to have 17 more judges: governor


KARACHI, April 23: Sindh Governor Dr Ishratul Ibad referring to measures being adopted for legal reforms has reiterated absolute commitment for strict enforcement of laws, rules and regulation ultimately paving way for deterrence. He was speaking at the launching ceremony of two books authored by the Additional Advocate General Sindh, Dr Qazi Khalid Ali, A Treatise on Relevancy, Admissibility and Inadmissible of Evidence and Fundamentals of Social-Legislation here on Friday evening.

Expressing his deep concern over the lack of respect for law among masses, Dr Ibad said that they were the people who appeared to be extremely law abiding in countries where there was stringent implementation of law and it was high time to ensure writ of law and prevent instances casting negative impact on all and sundry.

The governor acknowledged that deterrence to anti-social tendencies was possible through quality administration and appropriate dispensation of justice by the judiciary.

He observed that frequent instances of delayed justice were mainly due to lack of manpower in the judiciary.

To address the situation and to ensure speedy justice, the governor announced that steps were being taken to raise the number of judges and about 17 more judges would be inducted in the near future.

Dr Ibad also announced up gradation of the S.M. Law College as a full fledged law university in the public sector.

He said that the provincial government was determined to enforce laws and it was due to the very fact that an ordinance against extortion had been promulgated and implemented leading to significant decline in the menace.

The governor said that government had a whole set of laws to ensure sanctity, dignity and security of women and children.

He further mentioned that the Karo-Kari Bill was formulated with absolute consensus between opposition and treasury benches and referred to the federal government with provision for due recommendations and necessary suggestions.

The Acting Chief Election Commissioner, Justice Abdul Hamid Dogar, who presided over the ceremony, observed that violence against women had emerged as a global phenomenon and great concern was being shown all over the globe.

Justice Dogar reminded that any law enacted, which might impede administration of social justice, was likely to be rejected by all segments of the society because it was considered government’s responsibility to ensure a basic quality of life for all the citizens.

Referring to the book “A treatise in Relevancy, Admissibility and Inadmissibility of Evidence,” written by Qazi Khalid Ali, he said it included facts which were admissible in evidence and those which were inadmissible in evidence in the courts of law.

The book is compiled keeping in view the laws on the subject as developed in Pakistan while at the same time also taking into account the provisions of Islamic law regarding evidence - covering all forms of evidence, primary, secondary, oral, written and documentary, Justice Dogar elaborated.

Regarding Qazi Khalid’s other book “Fundamentals of Social-Legislation”, he said it provided an insight into the role legislation could play in reforming socio-political conditions of a society.

Earlier Justice (Retd) Dr Ghous Mohammad, Director General, Sindh Judicial Academy, Anwar Mansoor Khan - the Advocate General Sindh, Aftab Ahmed Shaikh - Chairman of the Board of Governors for Law Colleges in Karachi and Barrister Shahida Jameel also spoke.

Franklin Investment Bank Ltd Chairman Khursheed Sohail presented the welcome address and Qazi Khalid Ali offered vote of thanks.—APP
