Quota violation: action against corporations sought

ISLAMABAD, April 6: The Senate Standing Committee on Establishment (Cabinet Establishment and Management Services) has taken exception to a report that some corporations and autonomous bodies were not observing the provincial quota and recommended that strict action should be taken against these corporations. The committee, which met at the Parliament House on Wednesday with Senator Tanveer Khalid in the chair, made this observation during a briefing by the Establishment Division on recruitment policy.
The committee members were shocked to learn that out of 206 autonomous bodies/corporations, 20 corporations were not adhering to the provincial/regional quota.
Secretary Establishment Tariq Bokhari told the committee that the legal framework for appointment to various posts in the federal government had been provided in the Civil Servants Act, 1973 and the Civil Servants (Appointments, Promotions and Transfer) Rules, 1973 and that appointments to an All Pakistan Service or to a Civil Service of the Federation or to civil post in connection with the affairs of the federation were made in the prescribed manner.
He told the committee that initial appointments to posts in BPS 1 to 15 and equivalent were made on the recommendations of the departmental selection committee, while appointments to the posts in BPS 16 and above or equivalent, which fell within the purview of the FPSC, were made on the basis of tests and examinations conducted by the commission.

However, out of 206 autonomous bodies, 20 corporations were not observing the provincial quota and the Establishment Division had already asked those corporations to strictly adhere to the rules in this regard.
Shama Khalid, Director-General Staff Welfare Organization (SWO), briefed the committee on the organizational setup and functions of the SWO and various welfare-oriented schemes being undertaken or planned to be undertaken by it for the federal government employees.
