PESHAWAR: Teachers' appointment stayed

PESHAWAR, Sept 16: The Peshawar High Court on Thursday stayed the appointment of PTC (Primary Teaching Certificate) teachers in Peshawar and D.I.Khan districts.

A two-member bench comprising Chief Justice Nasirul Mulk and Justice Qazi Ahsanullah Qureshi admitted for hearing two writ petitions filed by candidates from Peshawar and D.I.Khan, challenging the provincial government policy of recruitment of PTC teachers on the basis of quota allocated to union councils in a district.

Previously, the recruitments were made batch-wise and the candidates who had completed the PTC course in earlier years were given preference on the basis of the year of their completion of the course.

The bench directed that the two petitions should be clubbed with identical writ petitions filed by candidates from other districts, including Malakand, Dir, Shangla, etc.

The petitions are filed by Misal Khan and 30 other candidates from Peshawar, and Abdul Ali Khan and 30 others from D.I.Khan. Advocates Mahmood Shah and Misal Khan appeared for the petitioners from Peshawar, whereas advocate Farmanullah Khattak represented the D.I.Khan candidates.

The petitioners stated that the provincial government's policy was flawed and full of loopholes. They stated that they had applied for the post of PTC teachers in accordance with the government announcements and their interviews were conducted a few months back.

They said they had come to know that the provincial government had changed the policy of recruitment and now PTC teachers were being appointed on basis of seats allocated to different union councils.

The petitioners stated that in the past recruitment's were made batch-wise and due to a ban on recruitment's a large number of candidates who had completed their courses in 1995-96 had still been waiting for appointments. They added that if those candidates were not appointed they would become overage by the time of next recruitment's.
