PESHAWAR, July 13: The NWFP cabinet on Tuesday directed the authorities concerned to complete the Women Medical College and Women University by August.
The cabinet, which met with Chief Minister Akram Khan Durrani in the chair, said that the two projects be completed so that classes could begin soon.
The chief minister said that advertisements for recruiting the staff for the two establishments should be placed well ahead of the completion of the two projects. The cabinet approved the proposal by the education department to declare districts/agencies (in case of Fata) as zones for the recruitment of senior English teachers to ensure presence of teachers in the schools of far-flung and backward areas.
However, the cabinet allowed the education department to keep the newly-recruited 1,000 senior English teachers on zonal basis at the provincial cadre. The seniority of the existing teachers will continue to remain as it is on zonal basis.
The cabinet also decided to reject the proposed increase in the Abyana rates on land under gravity canals, tubewell and lift canals for a period of three years. The existing rate is already over 200 per cent than the rate in Punjab and in Sindh.
A committee was constituted to recommend safeguards for the farmers. The existing revenue network be streamlined, and a campaign be launched to expand the revenue network without affecting the poor cultivators, the meeting recommended.
The cabinet also reviewed the provincial receipts for the year 2003-04. The chief minister observed that the net provincial receipts be expanded and rationalized. He said that his government would reward departments producing excellent results in recovering tax.
"It will also enhance the confidence of the donors," he added. The cabinet decided to form a committee to recommend whether to set up a cell or department for women welfare and development. The committee will submit its reports within two weeks.
Regarding equipping the forest guards with latest weapons, the chief minister directed to investigate the weapons seized by police and other law enforcing agencies.
Provincial inspection team and a senior police officer be inducted in the investigation process. The team should submit a detailed report in this regard. The cabinet also agreed to continue the merit-based policy of transfers and postings in education department during the month of July.
The cabinet also decided to clear the land adjacent to the provincial institution for teachers training and if feasible the land could be used for constructing a building for the proposed Women University.
