PESHAWAR, Dec 18: Provincial coordination committee of the public safety commission has alleged that the provincial as well as the district governments were creating obstacles in the smooth functioning of the committees in the province.
Speaking at a news conference here Tuesday, Attaullah Jan advocate, chairman provincial coordination committee of the public safety commission (PSC), asked the government to provide infrastructure so that the affairs could be run smoothly and people could be provided relief against police excesses.
According to him, the district public safety committees (DPSCs) were established with a view to monitoring the performance of police at district level across the country and save the people from the excesses of the police.
The DPSC, a brainchild of the National Reconstruction Bureau (NRB), was also supposed to ensure resolution of disputes among the people and stopping thereby most cases from going to courts.
“But in the face of lack of support from the government, the DPSCs cannot perform the duties assigned to them under the police order 2002,” he said
The PSCs had started functioning in September 2003 at the district level across the country but in the Frontier province, these are yet to perform well in the face of non-existence of the desired infrastructure.
The federal government, he said, had released an amount of Rs3 billion to the NWFP government, which was reluctant to allocate the amount to the DPSCs in all the districts.
Flanked by Ansar Khan Alizai, member of the DPSC, Nowhsera, Attaullah Jan told reporters that since the installation of the commission at Nowshera, the government had released only Rs 16,000, which was too little an amount to meet the expenses.
Most of the DPSCs had no proper infrastructure, like computers, personnel, stationery and other stuff to perform its functions and demanded their provision.
According to the NRB rules, every DPSC should have a full-time secretary of BPS-17, but the district governments were unwilling to provide them with the services of the secretary, he said.
He said that in Punjab, the DPSCs had been provided with all the facilities, including vehicles, staff and offices, which had brought relief to the people.
According to him, they had recently held meeting with the officials of home department for the release of sufficient funds, but these have not been released as yet.
