QUETTA, Aug 28: The Quetta City District Council budget session was adjourned till Saturday to protest against District Coordination Officer (DCO) Naseer Baloch for violating an order of Quetta City District Government Nazim.

District Nazim Muhammad Rahim Kakar made Wasa engineer Shahid Durani an OSD on Aug 21 after the latter had refused to come in the House to answer questions of Nazims and Naib Nazims and instead insisted on replying the questions while sitting in the official gallery.

However, Quetta DCO had asked the Wasa engineer to continue his work on the same post, violating the Quetta City District Government Nazim order.

Mir Wali Muhammad Lehri presided over the Council session on Wednesday and adjourned the proceedings for an hour when one Nazim pointed that Quetta DCO had violated the order of the Nazim.

After resumption of the Council session, Mr Lehri announced that the debate on budget for year 2003-04 had been deferred till the government clarified who called the shots in the Local Government system — Nazim or the DCO.

Mr Lehri said that the DCO had not only bypassed orders of City District Government Nazim but also ridiculed the whole august House.

He alleged that similarly an officer of the Quetta Development Authority, Mian Mahmood, had misbehaved with the Nazims.

He said in order to run the nascent local government system effectively, the government officials must accept orders of the District Nazim.
