LAHORE, Aug 24: The Muttahida Majlis-i-Amal, after coming into power, will ensure provision of roti, kapra aur makan, besides health and education facilities for every citizen and will withdraw all ‘unjust’ taxes.

The six-party alliance has made the promise in its manifesto for October polls.

It has also promised elimination of feudalism and distribution of state land among landless peasants free of cost as well as provision of subsidized farm inputs to strengthen the rural economy.

Industrial labourers will be ensured their share in factories with increase in their wages and fringe benefits, while their employment will be given protection. They will also be given the right to associate and protest, while retrenchment policy will be done away with, says the MMA manifesto.

About the legal and constitutional issues, it says Quran and Sunnat will be the supreme law of the country and all future legislation will be enacted in the light of Islamic Ideological Council’s recommendations.

The governance system will be federal parliamentary and the elected parliament will be a sovereign body. This point of the manifesto is in conflict with the Legal Framework Order issued by Gen Pervez Musharraf on Wednesday which puts checks on the House through the National Security Council.

The manifesto also says that provinces will be provided autonomy as envisaged in the 1973 constitution while the concurrent list will be eliminated from the basic law. It also ensures due share (royalty) of provinces in natural resources and decentralization of powers down to local tiers of government.

The MMA will also conduct across the board accountability of rulers, elected representatives, judiciary, armed forces and administration.

Every individual will be guaranteed provision of basic rights, and protection from state violence, oppression and corruption.

The minorities will also be guaranteed protection of their rights, life, property and worship places, and equality in law as a citizen.

Women will be provided rights as enshrined in the Quran and Sunnat and will be enabled to play their role in society.

About economic reforms, it says the MMA will check the illegal use of national kitty and resources and put an end to over-spending.

It will also ensure just distribution of wealth and check concentration of money in a few hands.

The banking interest system will be done away with, self-reliance in every sector will be introduced with decreased dependence on foreign loans.

Cottage industry will be promoted, a balance between imports and exports would be established and unnecessary taxes from industry will be withdrawn.

Ensuring an independent and sovereign foreign policy, active support to independence movements in Kashmir, Palestine, Chechnya, Philippines and Arakan will be extended. Defence of the country will be augmented by safeguarding its nuclear capability and promoting its use in various development projects.

Education up to middle standard will be free and compulsory to augment literacy rate, while class-based education institutions will be banned. The education system will be conformed to the ideological and practical requirements of the country.

Electronic media will be freed from state control and freedom of information will be guaranteed.

Healthy recreational activities will be arranged for moral, psychological and physical training of the young generation. They will also be ensured employment.

MMA cells: The Muttahida Majlis-i-Amal has set up complaint and election monitoring cells and legal committees for the help of its candidates.

MMA information secretary Pir Ijaz Hashmi told reporters here on Saturday that the decision and electoral adjustments with the other parties, including the PML-N, would be formally announced on Aug 27 after a summit meeting of the alliance the same day.

He said the complaint cells would function across the country to immediately contact the election commission in case of any complaint of a foul play in the polls process.

The legal committees would work at provincial level to provide legal aid to MMA candidates in case of any grievance, he said.

He said all alliance’s contestants had filed their nominations from their respective constituencies and in case of any electoral adjustment, the candidates would immediately withdrew papers from the constituencies.
