HYDERABAD, July 24: The District Council, Hyderabad, on Wednesday voiced concern over the partisan and uncalled for attitude of the Taluka municipal officers (TMOs).

Through a resolution which was passed unanimously the members called upon the district coordination officer (DCO) and the district Nazim to ensure that the TMOs as well as the Taluka Nazimeen followed the provisions of the Sindh Local Government Ordinance (SLGO) and not to make a distinction between the union council Nazimeen and Naib Nazimeen.

Tabling an out-of-turn resolution, Naseeruddin Humayoon of Latifabad said that the entire system of union councils was being destroyed just because of the undue interference of the Taluka Nazimeen and TMOs, and added that the union council Nazimeen were being deliberately ignored by the TMOs and Taluka Nazimeen.

He said that the provisions of the SLGO were also being violated in this tussle.

He demanded the allocation of funds for union council Nazimeen and called for judicious distribution of resources and staff among different union councils.

He appealed that the union councils should get rid of the supremacy of the Taluka councils, which was necessary for the smooth functioning of the system.

Supporting the resolution, Yousuf Qureshi told the house that the union councils were supposed to be the foundation of the evolution system yet they were being neglected for unknown reasons.

He said that legally the TMOs had no control over the union councils which were independent.

He said sarcastically that the district Nazim had rendered the union council Nazimeen as “municipal orphans.

Dr Saifur Rehman and Abdul Kareem Talpur also backed the resolution.

Mohammed Ameen claimed that the union council Nazimeen were being considered slaves of the TMOs and Taluka Nazimeen, which was unfair and harmful for the system.

At this point of time lack of quorum was pointed out by Firdous Abro and the session was adjourned for five minutes.

When the session reassembled it adopted the resolution unanimously and the acting convener adjourned the session for Thursday.

At the outset of the meeting, the Awam Dost Panel members staged a token walkout from the session to protest against the attitude of the acting convener, Yousuf Siddiqui, in Tuesday’s session.
