ISLAMABAD, June 10: The process of promotion has stopped in Capital Development Authority for the last five years despite the fact that a number of posts are lying vacant, sources told Dawn on Monday.

Some of the officials in engineering and executive cadre have been waiting for promotions for the last 20 years.

“Senior positions were being filled by appointing people from outside, while CDA’s own officials were being deprived of their due promotion,” an official said.

He said most of the senior officials from the District Management Group (DMG) had completed their three year tenure and were yet working and trying to get an extension.

The source said under a recent CDA board decision no outsider could be appointed, however, an official Sattar Sheikh of the DMG had been inducted as director personnel last week.

Giving details about the vacant posts, the source said a post of deputy director was lying vacant at the directorate of municipal administration after the retirement of former deputy director Mir Afzal.

Two assistant directors in personnel directorate Chaudry Sharif Qaiser and Raja Hidayat Hussain were working currently as deputy directors but they were not being promoted as deputy directors.

Similarly, an assistant director in Estate Management-I Directorate, Mehboob Sultan was working presently as deputy director.

In the revenue directorate, an assistant director Fazl-i- Mehboob was also working as deputy director on current charge, the source added.

Director General of environment Imtiaz Inayat Elahi of DMG had been working on the same post for the last four years, and according to the service rules, officials cannot continue the service after three years.

Director of sanitation Chaudry Mohammad Ali from the DMG has been given an additional charge as director enforcement. He has completed his three year term in the CDA and has demanded extension for another three years.

The source said director land and rehabilitation, Shaista Sohail also from the DMG had completed three years of her service.

Two other senior posts of member engineering and director water supply and development were lying vacant after the retirement of member engineer Abdul Salam Khan Wazir and director WS&D Yousaf Ali.

Director general, services, Moiuddin Jamili has been given an additional charge of member engineering while no official has so far been appointed on the post of director WS&D.

Out of four town planners, only one is presently working with the CDA and the other three have gone on a long leave for two to three years.

The source said the CDA had appointed three consultants from outside, they were: consultant engineer, consultant law and a legal advisor.

The salary package of almost 50,000 per month had been given to these three consultants besides the perks and privileges. The legal advisor was given additional income for each case tried in the court.
