Commissioner system illegal, says Daniyal

MIRPURKHAS, July 28: Daniyal Aziz, who heads the Jeeway Pakistan Jeeway organisation, has said that Sindh government's decision to wind up local governments and impose the commissioner system is not only illegal but also against the 18th Constitutional Amendment.

Addressing a large procession on the M.A. Jinnah road here on Thursday, Mr Aziz, a close ally of former military ruler Pervez Musharraf, said the local government was a rejection of the system introduced by those who had hanged former prime minister Zulfikar Ali Bhutto and violated Article 140-A of the Constitution.

He said that the local government was a successful system but those who claimed to be exponents of democracy had replaced it with the system of a dictator.

He said his protest campaign would continue till the withdrawal of the British-era system by all provincial governments. Since the government had failed to solve basic problems like price hike, unemployment and law and order it had imposed the old system in order to manipulate the next general elections with the help of deputy commissioners, SSPs, revenue officials and SHOs.

He said the restoration of commissioner system had sparked a new battle between the independent judiciary and administration. Restoration of the office of district magistrate was a violation of 1973 Constitution that separated the executive from judiciary, he said.
