ISLAMABAD: The court of Sardar Mohammad Sarfaraz Dogar, Chief Justice of Islamabad High Court, on Thursday disposed of a petition after a Naib Tehsildar tendered an apology to a citizen who had accused him of slapping and harassing him over a minor traffic issue.

The petition was filed by Noman Javed Abbasi against Naib Tehsildar Ali Javed and other officials of the Revenue Department, Islamabad. During the hearing, the Naib Tehsildar appeared before the court in compliance with earlier court directions.

The petitioner informed the court that the respondent official had sought an apology and that he had forgiven him. He stated that since the matter had been amicably resolved, he wished to withdraw the petition. Accepting the request, the court disposed of the case.

In his petition filed through Advocate Sadaf Nauman, Abbasi had requested the court to direct the chief commissioner and the deputy commissioner Islamabad to initiate departmental disciplinary proceedings against the Naib Tehsildar. He alleged that his vehicle was stopped for not giving way immediately due to a traffic jam, following which the official’s guard slapped him and misbehaved. The petitioner contended that the Naib Tehsildar misused his authority, humiliated him publicly and threatened him with serious consequences in what he described as an “intoxication of power.”

The petition maintained that the act of stopping and insulting the citizen amounted to abuse of authority and a violation of his fundamental rights under Articles 4, 9, 14 and 25 of the Constitution. He had sought constitutional relief and protection from further intimidation.
