From The Past Pages Of Dawn: 1949: Seventy-five years ago: UNCIP proposals

KARACHI: The United Nations Commission for India and Pakistan released the following communique on Friday [April 15] from Lahore: “The United Nations Commission for India and Pakistan presented today simultaneously to the Governments of India and Pakistan the Commission’s proposals for implementation of the Truce Agreement.

“Chairman Alfredo Lozano, who left Raw­a­­lpindi last night ... saw Sir Girja Shanker Baj­pai, Secretary-General, Ministry of Ext­er­nal Affairs, in New Delhi, while Vice-Chair­man Robert MacAtee presented the … propo­sals to Mr Mushtaq Ahmad Gurmani, Mi­­­nister without portfolio in Rawalpindi. ...[”]

… In a covering letter the Commission stated it considered these proposals represent an “adjustment of viewpoint within the framework of and consistent with the spirit of the commitments already entered into. It is also convinced that in accepting these proposals both Governments will have taken a further important step towards the attainment of the objective which animates both of them as well as the Commission — the prompt and peaceful solution of the problem of the state of Jammu and Kashmir through a free and fair plebiscite”. — News agencies
