Rental registries

ONE of the main problems arising from unplanned urbanisation is finding suitable and affordable rental housing. The search for better lifestyle has led human beings towards urbanisation, but congested and unplanned urbani-sation has had a negative impact on society. This has created security concerns because a large number of criminals in cities live in undocu-mented rental houses.

Pakistan has no organised tenancy registration system so far. If there is any, it is obsolete and does not serve the purpose. Generally, unregistered rental tenancies work as lifeline for the criminals even though a huge number of rental houses lack basic human facilities, like electricity, gas, water, underground water tanks, attached bathrooms, kitchens, large gates, halls, bulwarks and proper drainage system. The criminals are more interested in operating below the radar, and such unregistered rental tenancies serve the purpose well.

Registered rental housing might help in generating revenues, controling crimes, and providing tenants with basic facilities. Documented tenancies are affordable, safe and peaceful, while undocumented houses have no CCTV cameras, protective walls and security personnel. In short, they are not safe for women and children.

Such houses are not safe in rains, earthquakes and natural disasters. It is imperative for security concerns as well that the location of rental tenancies, the number and condition of rooms, and the record of tenants in detail are duly registered at the nearest police station. Besides, rental tenancies should be taxed and must have affordable rents.
