From The Past Pages Of Dawn: 1973: Fifty Years Ago: Interim Constitution

KARACHI: Mian Tufail Mohammad, Amir, Jamaat-i-Islami, said in Karachi … that the People’s Party “by engineering the constitutional deadlock is seeking to perpetuate the Interim Constitution with all its ‘black’ laws”. Addressing lawyers … he said that under the Interim Constitution it had been made incumbent on the National Assembly to frame the permanent Constitution by Aug. 14, 1973. Accordingly, he added, hurdles were being put in the way of constitution-making so that the National Assembly was incapacitated to do its job and, thereby, the way was cleared for making the Interim Constitution a permanent one.

Dwelling at length on the controversy over the Constitution accord, he said it was not the Opposition parties, but the People’s Party which had deviated from it by bringing in new amendments which militated against the spirit of the accord itself. — Staff reporter
