DACCA: In response to the call of East Pakistan Governor and Martial Law Administrator Zone ‘B’ Lt-Gen Tikka Khan, 16 army and EPR personnel, who were misled by anti-State elements, surrendered today [April 21] to the Pakistan troops operating in Comilla area … Those who surrendered include two junior Commissioned Officers and one havildar. Similar reports of surrender are pouring in from other parts of East Pakistan also. — Agencies

[Agencies add] The tribesmen of Hindubagh today [April 21] offered their services for safeguarding the territorial integrity ... of Pakistan. This offer was made by the Kakar tribes to the Governor of Baluchistan, Lt-Gen Riaz Hussain... . The Provincial Governor who was holding the “ijlas-e-aam” today at Hindubagh was informed by the tribesmen that they were all deeply perturbed by the blatant and unashamed Indian action.
