ISALMABAD: In a major development, the Capital Development Authority (CDA) on Friday cancelled all earmarked numbers of plots and decided that no plot will be allotted against acquired land or built-up property without balloting.

Sources in the CDA said Member Estate Naveed Ilahi on Friday issued directives that no plot will be allotted to those whose land had been acquired by the CDA without balloting.

The sources said a number of people, mostly property dealers, have been claiming that they had already got approval for earmarking of plot numbers in the past. Therefore, they should be allotted the plots bearing the numbers they got “booked” through earmarking.

In most of the cases, plots with the earmarked numbers are either at the corner or on main roads. The sources said there are around 2,000 such plots and in many cases the earmarking of numbers was made allegedly on the basis of bogus documents.

Therefore, the CDA has also decided that these files will also be re-examined.

The sources said there was no concept of earmarking rather all those whose land had been acquired by the CDA should be allotted plots through a computerised balloting.

A letter issued by the member estate stated: “All officers/officials of the and directorate processing cases of allotments in various sectors are hereby directed to ensure that no case of allotment whether against land acquired or built-up property are processed without following the relevant rehabilitation polices.

“No file is to be processed and placed in any of the balloting which does not meet/fulfil criteria mentioned in the relevant rehabilitation policy and without due entitlement.

“All earmarking files without balloting are to be re-examined in accordance with rehabilitation policy and to be included in the next balloting after confirmation of genuineness of allotment and all such earmarked plots are to be shown as vacant,” read the letter.

It said strict disciplinary proceedings would be initiated against officials and officers of the directorate who fail to follow the relevant polices and procedure in this regard.
