From The Past Pages Of Dawn: 1969: Fifty Years Ago: CMLA issues PCO

RAWALPINDI: The Chief Martial Law Adminis­trator issued the Provisional Constitution Order here today [April 4]. The Order says that notwithstanding the abrogation of the 1962 Constitution by the Proclamation of March 25, 1969, “and subject to any Regulation or Order made, from time to time, by the Chief Martial Law Administrator, the State of Pakistan shall, except as otherwise provided in this Order, be governed as nearly as may be in accordance with the said Constitution”.

The Order provides that the Chief Martial Law Administrator shall be the President of Pakistan. According to the Order, an Ordinance promulgated by the President or the Governor of a Province shall not be subject to the limitation as to its duration prescribed in the said Constitution. Subject to certain limitations prescribed in the Order, the Supreme Court, a High Court and all other courts and tribunals shall have and exercise the same powers and jurisdiction as they had immediately before the issue of the Proclamation of March 25, 1969. — Agency

[Meanwhile, as reported by a correspondent in Peshawar,] A valuable emerald mine has been discovered in the hills of the Baro Khel-Halimzai area of Gandab (Mohmand agency), about 20 miles from Shabqadar Agency headquarters. An official handout issued today [April 4] announced the discovery.
