Only junior CDA staff shuffled under rotation policy

ISLAMABAD: As part of its transfer and rotation policy, the Capital Development Authority (CDA) last week only transferred junior staff at Parliament Lodges who had served on their posts for more than three years.

Senior officers are still yet to be transferred from their posts.

Some officials of the civic agency allege that senior officers use their connections in the admin wing to stop their over-delayed transferred. The allegation was denied by a CDA spokesperson.

Former CDA Chairperson Ishrat Ali had launched a rotation and transfer policy for officers who had served on their post for over three years. In the last week of August, he rotated several directors including those of housing, urban planning and administration.

However, Mr Ali was himself transferred after which the policy he initiated seems to be cast aside.

“The rotation policy was meant for good governance and should be implemented in the greater interests of the authority,” a senior official said.

He said some officials get themselves transferred for a short while and then back to their favoured position.

“A thorough investigation should also be conducted to check on these cases as well,” he said.

On Oct 25, CDA Member Administration retired Capt Asadullah Khan had told Dawn that the civic agency is in the process of conducing large scale transfers of those who have served on their posts for more than three years.

However, a few days ago, just 34 low-grade employees including security guards, cleaners and gatekeepers were transferred but not senior officials.

CDA spokesperson Syed Safdar Ali said the transfers are in process and denied allegations of senior officers using connections to avoid being rotated.

He said all officers who have served on one post for more than three years will be rotated.
