From The Past Pages Of Dawn: 1968: Fifty Years Ago: Anti-One Unit drive

LAHORE: The West Pakistan Governor, Mr Mohammad Musa, yesterday [Oct 17] asked that people to be aware of disruptionists trying to undermine the national unity by undoing the One Unit because of their selfish political motives. In his middle-of-the month speech broadcast from Radio Pakistan last evening, the Governor advised the people to be on guard because these elements could “eat into the vitals of the country slowly and steadily”.

The Governor said that emergence of the West Pakistan unit 13 years ago was significant of people’s determination to wipe out regional differences and distinctions of caste and creed and to demolish the administrative boundaries carved out by the imperialist regime. The formation of the West Pakistan unit, the Governor said, had enabled various regions of the province to derive benefit from collective financial resources. Projects of such magnitude had been conceived and executed which formerly were beyond the capacity of the smaller provinces.

Some of [the opponents of One Unit], the Governor said, were not bothered whether the country survived or not and were advocating the supremacy of regional and racial interest. He expressed confidence that the people would continue discouraging such, elements trying to spread mischief in the country. — Agency
