PESHAWAR: The Khyber Pakhtunkhwa Provincial Civil Service Association (PCSA) has asked the chief secretary to take steps for proper career progression of officers of provincial cadre.

PCSA has written to the chief secretary, stating that PMS/PCS officers were faced with serious career progression issues and an officer has had to spend more years than prescribed length, resulting into de-motivation of the officers.

It said that hundreds of positions have been created in other departments, including health, education, planning, protocol etc. “Consequently, such expansion necessitates expansion of administrative departments and district administration as well,” it said.

It said that there was need for creating scheduled positions in various grades from BS-18 to BS-21 at the departments and district administration to ensure better management. However, the letter noted that extension of schedule would have little impact on career progression of PMS/PCS officers due to the apportionment formula of 1993 wherein major share went to the officers of Pakistan Administrative Service.

It said that about 200 seats of PAS share in the province were currently lying vacant and could not be filled despite requests to the federal government. “This has adversely affected the provincial administration and halted the career progression of about 600 PMS/PCS officers,” it said.
