Nuclear scientist seeks IHC's help to procure NOC to move abroad

ISLAMABAD: A former principal scientist, who worked at nuclear installations, moved a petition in the Islamabad High Court (IHC) seeking no objection certificate (NOC) to move abroad.

The petitioner, Mohammad Riaz Pasha, cited National Command Authority chairman, Strategic Planning Division (SPD) director general and Pakistan Atomic Energy Commission (PAEC) chairman as respondents.

The petitioner adopted before the court that he worked as principal scientist with different nuclear installations for over 25 years and retired from PAEC on July 7, 2015.

According to him, upon retirement he sought NOC to proceed abroad where he had the opportunity of employment but the authorities not only withheld his request for NOC but also deprived him of some post retirement benefits.

He said in 2015 when he moved a petition before IHC, the respondent authorities assured him of NOC and upon their verbal assurance, he withdrew the petition on April 28, 2016.

However, the respondents did not fulfill their promise, the petition said.

The petitioner requested the court to direct the respondents to issue him the NOC and also release his outstanding dues.
