Registering FIRs

IT always hurts me to read reports stating that the aggrieved party in any incident, such as the family of a rape and murder victim in Karachi, has to stage a protest, block a road and burn tyres just to get their case registered with the police. The basic purpose for the establishment of the police is to safeguard people. If for any reason they fail to do so, they must file the paperwork in this regard so that a thorough investigation can be conducted.

What makes them not to register a case? They are just shirking their duty. A strong piece of legislation must be enacted to right this wrong (by reforming police laws, etc). It is shame that a victim has to undergo such pain just to start getting justice.
