A CULTURE based on merit is essential for the development of the state. Recently, the Sindh government announced many posts in various departments after a long period of time. This is good news. However, given the lack of meritocracy, many remain in uncertain conditions whether they apply for these positions or not. The government must ensure a merit-based system.
