WITHOUT any notification, the rate of registered post has been increased to Rs38 from Rs28 at one go. The bitter fact is that every department is bent upon fleecing the ordinary man, whom they are supposed to serve.

The cruel and insensitive actions are made possible only owing to the silence and indifference of the public.
