Details of stay orders against CDA to be compiled

ISLAMABAD: The Cabinet Division has decided to compile details of stay orders that have hindered the Capital Development Authority (CDA)’s recovery from defaulters.

Secretary Cabinet Division Raja Hassan Abbas on Tuesday assured the Public Accounts Committee (PAC) that he would compile the details of the court cases in which defaulters had obtained stay orders. A subcommittee of the PAC was scrutinising the 2003-04 audit report of the CDA.

Syed Naveed Qamar, the convener of the committee, said it was unacceptable that the CDA could not retrieve its amount from defaulters even after a decade because of the stay orders.

“What are the CDA lawyers doing despite getting huge fees,” he asked.

The committee also examined an audit para related to the issuance of a licence to a company for installation of 15 public call offices.

The audit officials said the authority levied less fee on the company due to which the public exchequer suffered Rs1.4 million loss.

CDA chairman Maroof Afzal said they tried to recover the amount from the company but the latter obtained a stay order.

The audit officials said the CDA had hired a consultant for construction of Islamabad Highway without adopting the due procedure.
