CDA told to strictly deal with non-conforming use of buildings

ISLAMABAD: The Prevention Committee constituted by the National Accountability Bureau (NAB) on the Capital Development Authority (CDA) at its first meeting asked the civic body to show zero tolerance towards non-conforming use of plots.

The committee also suggested that the no-objection certificate (NOC) should be made a prerequisite for the registry/mutation of plots by the revenue authorities.

It also recommended that a joint meeting of the utility service providers of the CDA and the capital territory administration may be arranged to devise a policy for the utility service connections to illegally raised structures.

The committee said the CDA should improve its monitoring and vigilance system in order to report/stop illegal structures on time. The prevention committee was constituted on the directions of Chairman NAB Qamar Zaman.

The meeting discussed rules and procedures regarding high-rise buildings in sectors allocated for private societies, existing rules and procedures on the allocation of plots to educational institutions and the policy regarding enforcement of the CDA rules on non-conforming use of residential/agriculture plots.

The member (planning) CDA gave a presentation on the issues confronting the civic agency. He informed the committee that a survey was underway to identify structures built without an approval from CDA in Sector E-11.

The CDA requested the utility service providers - SNGPL, Iesco and PTCL - not to provide connections to the applicants in Sector E-11 who have not obtained NOCs from the CDA.

The member planning also informed the committee that the number of non-conforming use cases identified by CDA was 1,695. He said the process adopted by the CDA to deal with the non-conforming use cases was quite lengthy.
