CSS reforms

CERTAIN disturbing facts about the Central Superior Services seek attention of the authorities concerned. It is deplorable that Pakistan could not introduce any reforms in the highest civil services examinations’ system since its creation 68 years ago.

It takes at least eight months for results to be announced, making the candidates wait for a long time. On the contrary, India takes only five months during which not only results are announced but successful candidates are also appointed to their posts. It saves students’ time and government’s resources.

In Pakistan, the marking of examination papers, as well as the process of announcing results, is further eased by the fact that almost 70pc of candidates quit the examinations midway every year.

No government ever seemed eager to reform the selection process of civil services.

At least four summaries have been presented to the Establishment Division and the prime minister’s office from time to time, which have undergone intense debate without yielding any positive result so far.
