There might be representation of all provinces but decisions are made according to Punjabs will. The Indus River System Authority is among those institutions that have given Sindh no justice. During the incumbent government, Irsa’s attitude has become more careless. …Punjab demanded water for the Greater Thal Canal and Irsa, rejecting all objections, allowed [the release of] 2,000 cusecs of water. Sindh’s stand was that … Irsa should wait until sufficient water became available.

… It is a matter of record that Punjab has been taking more water from Sindh’s share. Punjabs tactic has been to isolate Sindh by taking the two other provinces into confidence. …[Sindh’s] entire economy is at stake.
