Development plan

CHITTAGONG: The Planning Commission is examining the possibility of chalking out a long-term development plan, covering a period of 20 to 25 years.

The members of the Planning Commission, who are now visiting East Pakistan in accordance with the decision of the cabinet to make at least a quarterly visit to this Wing for apprising themselves of the problems of this Province, also held consultations with the Provincial Government in respect of the Third Five-Year Plan.

One of main features of the Third Five-Year Plan would be changed. He said hitherto development plans were so prepared as to “build the bottom from top” but he added that the Third Five-Year Plan would be radically changed to help “build from the bottom itself and proceed to the top.” The Planning Division Secretary said that this was considered essential as there could be no real development unless the people got involved in it.

Mr Power said for the people to have an effective say in the development, schemes should first be mooted out at Union level and processed at district and provincial levels after which final shape should be given to them by the Planning Commission.—Chittagong Correspondent
