KARACHI: The age-old administrative structure bequeathed by the British will go by the board if the recommendations of the Pay and Services Commission are accepted.

Indications are available that the commission’s exhaustive report dealing with (1) structure and organisation of Central and Provincial Services, their scales and conditions of service, (2) amenities allowances and benefits and (3) financial implications and incidence will be out by the end of this month.

The commission has recommended the merger of the existing Provincial and Central Services and the creation of six groups of services (from A to F), having two to four grades each.

At the top of this pyramid will be a group of officers to fill the top directory and higher administrative posts. To be known as the Pakistan Administrative Services, this group provides a minimum start of Rs2,000 in its lowest and Rs3,500 in its highest grade.

According to authentic information, two of the 11 members of the commission have recorded their notes of dissent on the merger of the Central and Provincial Services.

Some of the highlights of the commission’s recommendations are:

(1) The Dearness Allowance be merged with the basic salary enabling the Government servant to draw increased pensions after retirement;

(2) Conveyance Allowance and House Allowance to be made available to all the Government servants and their families, within certain zones, to go on rest and recreational leave;

(3) One month salary to be given after every four years to each Government servant.—Staff Correspondent
