QUETTA, July 11: The Supreme Court rejected on Wednesday a police investigation report on the murder of Mir Haqmal Raisani, a nephew of Balochistan Chief Minister Nawab Aslam Raisani.

A three-judge bench comprising Chief Justice Iftikhar Mohammad Chaudhry, Justice Jawwad S. Khwaja and Justice Khilji Arif Hussain is hearing a petition on law and order and human rights violations in the province at the Quetta registry of the court.

The chief justice directed the home department to prepare a list of the decomposed bodies found so far. He also ordered the Frontier Corps Balochistan to produce all missing persons before the court. Otherwise, he warned, all FC commandants would be summoned.

The court asked FC’s counsel Raja Irshad to submit statements of the FC commandants on missing persons and the law and order situation. The counsel sought some time to comply with the order.

The court warned FC officials involved in human rights violations to end such violations and asked the counsel why the FC was accused of being involved in disappearance of people.

(According to AFP, the Supreme Court accused the Frontier Corps of being involved in the disappearance of every third missing person in Balochistan. “Enough evidences are available for involvement of the Frontier Corps in picking up of every third missing person” in the province, Chief Justice Iftikhar Chaudhry said.

The court also heard a case about the alleged abduction of 30 people and killing of two tribesmen in Khuzdar district in February last year. It ordered FC officials to produce people from the incident which it had in custody.)

The CJP wondered why the Khuzdar district administration was unaware of the FC operation.

He asked why law-enforcement personnel did not bother to check vehicles with tinted glasses which carried armed guards.

The court observed that parliament had elected a new prime minister three days after termination of the previous one and a consensus had been reached between the government and opposition over the appointment of a new chief election commissioner, but on the issue of Balochistan there had been no progress. “It is responsibility of the government to improve law and order in the province,” it added.

The CJP asked the chief secretary why the people of Balochistan were so frustrated and scared.

The chief secretary blamed some political decisions and the previous local bodies system for pushing the province many years back.

“Had the LG system been allowed to be prevailed and human rights violations stopped, the present situation of law and order would not have emerged in Balochistan,” the CJP observed.

The court ordered the authorities to call on duty the Levies Force personnel sitting in their homes.

The court was informed that there was no official by the name of Major Saif in Military Intelligence and the National Database Registration Authority had not provided record of the person.

A recovered missing person, Abdul Wahab, was produced before the court for recording his statement.

The mother of missing person Zafrullah and the father another missing man Iqbal appealed to the court to issue an order for their recovery. “Authorities concerned should feel the grievance and sorrow of an ageing mother,” the CJP observed.

The court said local tribes should be taken on board for improving law and order in Dera Bugti. It directed the authorities to remove landmines and IEDs from the district.

The court asked the Balochistan police chief to appear before it on Thursday.
