ISLAMABAD, Feb 8: Park Enclave Housing Project (PEHP) Grievances Committee has started investigating the pre-qualification of four contractors for award of Rs3 billion contract for infrastructure work in the scheme, a member of the committee Sarwar Sandhu told Dawn on Wednesday.

The committee will ascertain whether the Capital Development Authority (CDA) has ensured transparency in assessment of the contractors.

The committee was formed after Transparency International (TI) raised objections over pre-qualification process and wrote a letter to the CDA chairman to ensure transparency in award of contract.

According to the TI’s letter, the authority had been asked to form a committee to ascertain the objections raised by three construction firms—Ghulam Rasool & Company, Mohammad Ayub Brothers and Matracon.

“The committee met for the first time on Tuesday and decided to sit with the aggrieved contractors in the next meeting on Thursday,” the committee’s member said.

The committee, he added, has decided to share all relevant documents with the aggrieved contractors on whose basis their four other colleagues have been pre-qualified.

Maaksons, Habib Rafique, Echowest and SKB had been pre-qualified and CDA had received their technical and financial bids.

The TI had urged that principal accounting officer responsible for CDA shall conduct administrative review under PPRA notification dated February 10, 2010, on the findings of the complaint and take action in accordance with conduct rules. — Syed Irfan Raza
