Twenty out of the 30 districts of the state have been affected by successive floods and road communication has been snapped in several areas, according to news reports. The Orissa government has decided to construct permanent helipads in coastal region for relief operation. -Photos by AP

The floods in Sindh and in Orissa had the same effect. Both the province came to existence on the same day (1st April 1936) by the same order (section 289, Govt of India Act, 1935). The proposal to have permanent helipad, reflects the narrow thinking of the political class. What is required is to strengthen river banks, more reservoirs in catchment areas and de-silting the river mouths. Unfortunately, these things do not translate quickly to votes. So no politician is expected to do them.
