Pakistan becomes associate member of CERN

ISLAMABAD: The European Organisation for Nuclear Research, known as CERN, has formally conferred its associate membership on Pakistan, following completion of required internal ratification process by it.
Pakistan has thus become the first member of CERN among Asian countries, said a press statement issued by the Pakistan Atomic Energy Commission (PAEC) on Friday.
The associate membership will open a new era of cooperation that will strengthen the long-term partnership between CERN and the Pakistani scientific community.

Pakistan can now participate in the governance of CERN, by attending meetings of its council.
The membership will allow the country’s scientists to become members of the CERN staff and participate in its training and career-development programmes.
It will also allow the Pakistani industry to bid for CERN contracts, thus opening up opportunities for industrial collaboration in areas of advanced technology.
The cooperation between Pakistan and CERN rooted back to signing of a cooperation agreement in 1994. After Pakistan sought membership back in 2013, CERN sent its task force to evaluate the country’s science and technology base and industrial capabilities in early 2014.
The task force was mandated to evaluate the membership application on three fronts: existence of solid basis in elementary particle physics, sufficiently developed industries and the will of the national authority to support the basic research.
The CERN task force on all three accounts concluded that Pakistan fulfils the criteria and on Sept 18, 2014, CERN Council unanimously approved Pakistan’s membership application.

Kindly do remember Dr Muhammad Abdus Salam who was the pioneer in introducing Particle Physics and high-energy physics research in Pakistan. The decades old foundation are bearing fruits now. Even India is struggling until now to get the membership and our country has achieved this feat before anyone in South Asia. Now we should work hard to upgrade our status from Associate membership to full membership in the future.

@PB I am a researcher myself . So do not teach me these terms. India is not a full time, acceded or associated member of CERN. Observer status is a different story altogether. Do not spin terms kindly. India is trying hard to become an associated member , but so far they have not got that status. Pakistan is the first Associated member from South Asia for your information.

India did not wish for full time membership in CERN, as it is planning to build its own particle accelerator in near future. CERN invited India to join as a member. Please quote one credible source where you read India struggling to attain CERN membership just one CREDIBLE source. You can just google my statement and check the facts. Just because Pakistan attained doesn't mean it is advanced than(leave India) Japan, Russia in Asia.
PS: Just google "International Thermonuclear Experimental Reactor". Its a fusion experimental research reactor build in France by seven countries including India. And the outer 3800 tonnes shield vacuum vessel and the superconducting magnets is built by L&T in India.

The top countries who have influence over CERN are France, UK ,Switzerland
,USA, India, Russia, Canada and Japan .
So in hierarchy of CERN pakistan stands atleast 80 countries behind india.

It comes with big tag $11 Million per year. Government of India was not ready to spend this kind of money for just membership fees. But they approved budjet in May this year. But Pakistan got it first.

In the 1990s, The Centre for Advanced Technology (CAT) at Indore delivered hardware for LEP, and the Indian High-Energy Heavy Ion Physics Team contributed to the construction of Photon Multiplicity Detector for the WA93 experiment at the CERN-SPS, followed by physics analyses and publications.
What Pakistan did so far is a quite a subject of reaserch.

Just go to CERN website and access Observer countries list. Click on India there and you will see all the contributions of India to CERN since 1970s. You will be amazed. The only contribution pakistan made is to complete CERN associate membership paperwork first in Asia.

It is an honor for Pakistan, a country struggling to get on to its feet, marred by multiple extremist problems. This should not be made a point of competition between the two neighbors. Good neighbors congratulate each other on their achievements and feel sorrow on loss. This is what the religions and humanity teach. Unless both India and Pakistan learn to live like good neighbors none can progress. India being the big Brother should take the lead in confidence building. Happy for Pakistan as an Indian, but your statement is patently wrong and disingenuous. Search in the CERN website on our two nations and see the country status. India is satisfied to be an observer nation with access to all CERN research and facilities instead of being involved in day to day events and funding its research.

This is not an honour granted by CERN - The fact is that you have to pay to become a CERN associate member. India has long been among the countries that CERN wants as an associate member, but the government has not decided if funding CERN is worth it.

“The associate membership fee may be in the range of Rs 40-50 crore, which may be shared between DAE and department of science and technology. The proposal has been accepted in principle. We are waiting for budgetary approval,” said Atul Gurtu, a TIFR professor who has a long-standing relations with the CERN.

The Cern convention was signed in 1953 by the 12 founding states Belgium, Denmark, France, the Federal Republic of Germany, Greece, Italy, the Netherlands, Norway, Sweden, Switzerland, the United Kingdom and Yugoslavia, and entered into force on 29 September 1954. The organization was subsequently joined by Austria (1959), Spain (1961-1969, re-joined 1983), Portugal (1985), Finland (1991), Poland (1991), Czechoslovak Republic (1992), Hungary (1992), Bulgaria (1999) and Israel (2014). The Czech Republic and Slovak Republic re-joined Cern after their mutual independence in 1993.

A country where even the base for science education does not exist, where there is no electricity or good infra structure and the culture of serious research almost non existent, still somehow manages to get this privilege. @ANC I went through the CERN website, there is no mention of India or its contribution, on the contrary the Update section has following news.
"Pakistan and CERN signed a Co-operation Agreement in 1994. The signature of several protocols followed this agreement, and Pakistan contributed to building the CMS and ATLAS experiments. Pakistan contributes today to the ALICE and CMS experiments. Pakistan is also involved in accelerator developments, making it an important partner for CERN". Check it out.

It is great that Pakistan has become a member, but no competition. India will be member next year. Membership doesn’t depend on the level of research in a country. US, Russia & China are not in it. The government of India has approved India's associate membership. It will take about a year for formalities to be completed. CERN itself wants India to be a member. In February 2015, CERN director general Rolf Dieter Heuer had informed the media that India was in the last stage of applying. Heuer had said India, which has observer status, would be committing a mistake if it did not bid for CERN's associate membership.

@SUNIL Madrassahs are contributing in giving education, shelter, food to poorest of the poor, it is because of these Madrassahs you see less street children on the street. True they embark religious education, churning out Muftis, Islamic Scholars, but they are doing a great service who cannot afford schooling.
The one big school Darul Uloom, Karachi run by Rafi Usmani/Taqi Usmani, a learned scholar, shariah expert, Islamic banking expert has about 10,000 students.
Contrary to the popular belief, many students coming out of Madrassahs are more intelligent, learned, scholastic and great human beings than those of government or private schools.
A few madrassahs are exception, but by and large they are a healthy contributor to the society.

@R K Mishra Can you name 5 products, innovations which are developed in India and are indigenous and can be claimed as Indian tech.
If Microsoft or Google establishes an office in India, they do it as a back office, just to use the IT labor available in India at one tenth the cost of USA.
Similarly if say Toyota starts production of vehicles in India, it is all western or Japanese technology, using the semi skilled/skilled labor available there and the large market.
Similarly all the technology taught in IIT's or other engineering schools are all western technology, nothing Indian about it. Not a single product is developed in India which has made its mark as a game changer in technology.
Its just the numbers in which India is ahead, like more engineers compared to Pakistan, more scientists, more IT persons, because of the the sheer size of its population which is 1.27 billion compared to 180 million here.

Nataraja, in Hinduism symbolizes the continuous process of dissolution & creation, which is cyclical. India is also building its own underground Neutrino project in Tamil Nadu which should conduct particle research in two years time from now. It's better than paying $ 11 million every year to others. CERN has built HUGE state of Lord Shiva outside its office to pay respect to philosophy behind Shiva-Shakti which is very similar to what CERN is trying to proove scientifically.

The fact is India is little intrested in CERN because it is full busy to establish its own CERN,The Indian Neutrino Observatory (INO) which when completed, the INO will house the world's most massive magnet, four times larger than the 12,500-tonne magnet in the Compact Muon Solenoid detector at CERN in Geneva, Switzerland.

@Skrao Pakistan has four locally developed satellites in space, Badr I and II, and Paksat I and Paksat II. All developed by SUPARCO, yes they are launched by Chinese launching stations in China.
India is using Russian PSLV technology for the launch of satellites.

There are various other industries apart from Automobile where in India manufactures products & services. @Maxx I think you should be a scientist in CERN.Indian Neutrino Observatory (INO) is in advanced stage of completion and you say construction stopped. Also there is no big difference between this project and CERN.CERN is particle physics laboratory in the world as per wiki and INO is also a particle physics research project as per same wiki and the commonality of both is experimenting particle physics though the process may be different with CERN focuses more on electron and proton while INO focuses more on much more microscopic Neutrons and both will be using large magnet in the Compact Muon Solenoid detector which is the core component of any such experiment with the INO having the worlds massive magnet at around 1,00,000 tonnes around the weight of US navy super carrier.

@Danyal Check this one out. You don't know the difference between business/entrepreneurship and innovation and technology. All the enterprises you have mentioned are business groups initially started with a principal partner and later because of the sheer size of India, went on with their own name, like Hero was earlier Hero Honda with technical collaboration from Honda Japan, Maruti was earlier Maruti Suzuki and with the local Indian sales exceeding it started using the Maruti name, as per the government direction, once the technology is transferred to Indian companies they seems to throw out the principal company which is not good business practice. @MAXX: Paksat 1 was built & owned by the Boeing Company. It was leased to SUPARCO as PakSat. There is no PakSat 2 like what u said, instead, there is PakSat 1R ( R is Replacement) replacement for PakSat 1. And Yes, PakSat 1 R was the 1st geostationary communication sat built by SUPARCO. Secondly, PSLV was India's indigenous production and not Russia's like you said. Its on the internet for everyone to see. There is no hiding. Please stop giving wrong infos here. Congrats to Pakistan on becoming CERN associate. Very good achievement. India being the nearest neighbour of Pakistan, wish India could collaborate with Pakistan scientists to get some benefit out of this. Pakistan is the greatest country in the world, finding its place in such august gathering, many internal troubles notwithstanding.

@Danyal Pakistan is exporting precision engineering parts to Boeing USA for the last many years. A Karachi based company "Integrated Dynamics" are into exports of surveillance drones to many European countries. Now Haier Ruba has started joint production of smart phones and Laptop computers near Lahore. All household electrical appliances and kitchen appliance are made in Pakistan, for the last many years. Bike production has risen to 20 million bikes per year, many with 100% deletion. Car vendor Industry, which supplies parts to car assemblers/manufacture is worth more than 200 billion Rs. @NS: I very well know the difference b/w business & entrepreneurship. You did not read my comment carefully. I did not mention Maruti Suzuki in my list for this very reason. It was a collaboration b/w 2 businesses. And there is no more Hero Honda today my friend. Its now Hero motor corps. Its completely Indian company now. Now it is producing all the parts by itself & their business is thriving. They are even exporting their products. Rest all the companies I had mentioned are totally of Indian origin with no such Principal partner as mentioned by you. All the companies are very old and big companies.
Can you name any one such big company be it any sector from your country that has global reach & is globally recognized? BTW, I forgot to mention in my previous comment about C V Raman Sir. Google it. You will know what all he invented and what is he known for. fyi, he is also an Indian.

@Skrao firstly stay on the subject of CERN, if you can read properly. However, since you ask, I shall answer. The reason pakistan did not send satellite on its own, is because we decided not to waste money in buying satellites from Russia, sticking our flag on it, and calling it ours. We do not pretend, like some neighbouring countries do. Learn from us.

Very eloquently articulated. Thank you N.S. Our greatest scientists and scholars like Avicenna, Al-Beruni, Ibn-Khuldun were all products of Madrassahs not very different to ones we have.
Madrassahs made a cardinal error of judgement in being co-opted to the US initiated war against the Soviets. Had they not, they would not taken so much flak from (ironically but not unexpectedly) US inspired media. They should have stayed neutral.

While neither of these countries are member of CERN but all of them have observing status . Difference between pak and india is pak want's CERN membership while CERN want's US,india,russia to be the part of it.
India belong to a very different league To Understand further u can check ITER project ,compare to ITER, LHC and CERN are like a toy ,india is in group of 7 member who run ITER even further india already made first non-uranium/plutonium reactor who's technology is yet to be discovered countries like US,Russia,china.
Saying "Pakistan is much ahead in technology than India" is a far fetched fantasy but....whatever gets u off.

I study here in Zurich, Switzerland. Although i have many indian friends , i must say that i haven't met such insecure people in my life.No doubt Indians are intelligent , but they are also the most insecure and jealous people on planet Earth.
Anther good news for Pakistani students is that they can now do internships and Master thesis at CERN. Alas, no such perks for our Indian friends yet. :)

The cooperation between Pakistan and CERN dates back to 1960 and that is due to Dr Abdus Salaam. Here is a quote from CERN Courier:
"...The informal scientific co-operation between CERN and Pakistan dates back to the 1960s, when Pakistan was introduced to CERN through Abdus Salam, the country's only Nobel Laureate. Salam had a desire that a group of Pakistani scientists commit themselves to both theoretical and experimental high-energy physics. On the suggestion of Salam, stacks of nuclear emulsion exposed at CERN were provided to Pakistan for the study of pions, kaons and antiprotons. @Taimoor India is building a Neutrino Observatory,BRAHMMA a particle accelerator, a telescope in Hawaii largest in the world, sending a mission to Venus possibly,and a whole lot of other things,costing a LOT of money.
Compared to the amounts being spent,I am sure the fees to become an associate member of the CERN is quite modest.
And,I am glad sir,Pakistan is at long last decided to spend money on experimental physics rather than stolen physics for nuclear weapons.

@TheMoreYouKnow Check the CERN website, link below, it mentions what contribution Pakistan has made to CERN, here are some points. Also a Pakistani physicist Abdus Salam who was a nobel laureate was associated with CERN since 1960.
"Pakistan and CERN signed a Co-operation Agreement in 1994. The signature of several protocols followed this agreement, and Pakistan contributed to building the CMS and ATLAS experiments. Pakistan contributes today to the ALICE and CMS experiments. Pakistan is also involved in accelerator developments, making it an important partner for CERN". Check it out.

Why Indians want to compare their country with Pakistan.
Pakistan is a different country than India.
Pakistan is made for Muslims and Pakistani Muslims have always done better than Indian Muslims because we have freedom and our own country.
We have our own cricket team, our own colleges and our own industry. Every thing owned by Muslims here so there is no doubt that we Pakistani independant Muslims are 100 times bettbetter than Indian

To find the level of scientific and industrial research (or for that matter, in any field) one needs to look at the research papers published in International Research Journals and how many citations those papers get.
Getting the Nobel Prize is no doubt the ultimate recognition of one's work, but also remember that there have been numerous scientists whose work was of Nobel class but they never received that coveted prize.

Very puzzling. Apparently, on "Sept 18, 2014, CERN Council unanimously approved Pakistan’s membership application". That's nearly a year ago. But if you go to CERN's "Member states" webpage, it lists Pakistan among"Non-member states with co-operation agreements with CERN". It's possible that CERN has not updated its Members' page.

Pakistan cannot even provide for clean drinking water to its citizens, thought every year it is awash with floods. Nature has provided so much water, but we do not have the ability to store it. Ofcourse being a member of CERN at whatever level counts a great deal as we can access the information related with particle physics. But does it take Particle Physics to build dams, there is nothing like priorities in our lives. Does it not bother this nation at the state that we are in after nearly 68 years.

Congratulations Pakistan. But it is not good to compare with India every time. Indians have been working with CERN since 1970s whereas Pakistan starting collaborating with CERN fro 1994. Even the Higgs boson particle whish is created at CERN's Large Hadron Collideris is named after Indian Scientist Satyendra Nath Bose along with Peter Higgs.
So please celebrate becoming the associate member and attend the seminars and discussions, but when it comes to do the actual scientific work, Indian's are the best.
