Rangers tell Karachiites to carry original CNICs

KARACHI: Rangers on Monday asked the people of Karachi to carry their original computerised national identity cards with them, otherwise they could be arrested.

“Citizens of Karachi are requested to keep with them their ID cards at all times for confirmation of their identity,” said a Rangers spokesman in a brief statement.

“It is further added that copies of ID cards will not be acceptable and the individual in question will be taken into custody till his or her identity is positively proven.”

The spokesman said that the law enforcement agencies were working to arrest criminals and target killers and the citizens should cooperate in the ongoing drive However, the paramilitary force did not explain as to how the move would benefit them.

Instead of making it mandatory to keep ID cards all the time, rangers can keep mobile-wireless thumb reading devices connected with NADRA software. Technology is already here in this country being used by mobile service providers. This technology would be extremely useful in identifying and catching suspects or criminals (if they have history of committing crimes) then and there. Such devices can be manufactured locally and at a little cost. Our LEAs need to use technology if they want to protect Pakistan effectively from criminals and hardcore terrorists.

In many Western countries, carrying your government issued Identity Card (ID) is a must. Good move on part of law enforcement agencies.

It is good step towards peace and security of a common karachities. Karachi is not difficult at all to implement peace but the matter of courage and determination requires. Besides Supreme court verdicts against Armed Forces Courts are once again delaying the judgements and creates havoc in society. If Supreme courts are willing to provide swift judgements then will be ok for us but the question raised that whether Supreme Court has spirit, courage and without fear provide justice!!!

This is stupid......they should rather implement system to verify online the identity via NADRA database......that's not rocket science.....a simple Mobile android app which can be made in a matter of month's time.....for recent example.....see how these Telcos have done it so fast for Mobile number verification.....

i think this is a good move.....living abroad we are always required to carry our ID cards and in failure to show when asked can put us in a little trouble.....these sorta things is necessary and i think we as a people of pakistan should play our part in bringing peace and stability

its so stupid, its just one way of exploiting and harassing poor Karachiites, people keep their NICs at home so when they are robbed, which is so very common in Karachi, they dont have to go through the hassle of making a duplicate copy. Such an idiotic move! I am feeling so angry right now!

People are checked when they are on road, in which case, they carry driving license - an identity in itself.... Rangers should consider a valid driving license as the identity because mobile snatching is rampant and it is very difficult to get a new CNIC when one is snatched.

What a stupid decision, how can a id card proove that a person is innocent or culprit? and what will ranger do if my id card being snatched at gun point,its a very important card, what I see is that Ranger is doing superficial work to highlight its progress and working just to show that they are more capable then police.

This is so idiotic in a country where people get mugged at very corner carrying original can be risky. Why don't they use mobile hand held devices from which they can type the NIC number and online verification from NADRA can be received with all vita details like finger print. photograph , registered address and even occupation . Such devices are very convenient and are used by courier company to keep track of pick ups and deliveries, police departments and even parking ticket checker where I live. Its about time our law enforcement agencies get a tech upgrade.

Rangers must realise that ordinary people in Karachi do not carry with them original due to obvious dangers of snatching. It seems Rangers do not live in this city , first the move of removing barriers , which were for protection and now this. Rangers have to make people feel secure not insecure. May be they have good intentions but I guess wrong approach , involve the peple of Karachi

Is Karachi for Pakistan is like Kashmir for India where every Kashmiri has to carry I'd card or else will be detained. An outright violation of human right. Normally driving license is the id which people carry but what is the logic of carrying your id in your homeland. This is most absurd directive of current operation. Rangers was suppose to do operation against terrorism, criminals, illegal weapon. From where they are declaring every karachiites criminal?

Your Right ! but Unfortunately in Pakistan. Snatching is very on high scale. and if Wallet gets snatch than have make police report which is very difficult and need to give bribe. Than Nadra take time to process and most of the time their server are busy or offices are closed due to election and verifying Fake votes.

This proves what many of us have been suspecting. That the Sindh government and Rangers are out of ideas about what to do to reduce crime. All I ever see Rangers doing is parking their mobiles for maximum disruption of traffic. Even if they are approached about a crime in progress they refuse to take any action. I am not gonna carry my original CNIC.

Yes, we never heard they have taken this type of measure for Peshawar where daily bombing had been happening. Nor this is for Quetta. So why its only Karachi. Why this discriminatory measure for Karachi only.

Rangers should carry bio-metric machines in each of their mobiles stationed at check points to certify the validity of copies of CNICs, they are great supporters of this system for identification of voters, so why not this for the common man, why take them into custody?

What a brilliant move to create more and more troubles for common innocent Karachites, while not bothering enough to catch the actual culprits. First they will keep CNIC in their pockets, which would most likely be snatched, now they will visit the Police station for getting FIR by hook o crook after filling their pockets, now next they will visit NADRA and will give them explanations why they lost CNIC and at last will have to get services of some agents there to get fresh CNIC. Meanwhile in this period, they again have the possibility of being arrested for not having original CNIC

1. Under what authourity or Jurisdisdiction have the Rangers issued this 'Directive'? 2. It is the right of the Civil Govt or Authority to issue such thing with explanation as for the benefits it was issued for. 3. What about people that are over 18 but haven't applied and/or received the CNIC? 4. Certainly more chances for the Original ID Card to be lost/Stolen/Snatched now, and then go through the hassle of haveing to get it made again...

Rangers is requested to relax it a little bit by accepting copy of CNIC or any document establishes identity because at every nook and corner in the city robbers are stealing every thing on gun point, money, mobile phone, cash and wallet with CNIC credit and ATM cards. So please review in order to pacify the citizens.

@SAQ ...pal it is indeed a good move... but the irony is if your are robbed on a gun point. the robber takes away few hundred along with your id in your wallets ..But Nicop will nor issue a duplicate one and you will wind up in paying a 1000 or more to get a new one. Make your own assessment who is the bigger robbers...

@Farhan I had the same thought after being living abroad for long time. on my return, following month I got mugged. they took my wallet as well which had my UK DVLA, CNIC, UK credit cards/debit cards, Pakistani Driving license and bank card.... I would never carry my original CNIC again. Driving license has my CNIC number, my photograph and color copy of my CNIC should be more than enough to prove my identity.

I don't understand why people are making such a big deal of this. Karachi has a unique security situation, there is an operation being carried out here, thats why this requirement is (a temporary measure) for Karachi and not Lahore, Islamabad or Lodhran for example.

In my opinion carrying any sort of photo identification document should be sufficient - be it a valid CNIC or a Driver's License. As a concerned citizen I understand the requirement for spot-checks etc. However, I would also request the relevant LEAs to carry THEIR official identification details as well - an officer in uniform and a gun will just not do it, at least not in Karachi, where there is already a trust issue between the public and the security forces.

After the removal of barriers through out the city, street crimes are very easy to commit. Day before yesterday one of the resident in our society was mugged right outside his house. This was virtually impossible before as our society had only one exit and entrance. What If my wallet gets snatched with an original cnic? I do not think they have an ideas how frustrating it is to get a duplicate made. Although i see a commendable performance in rangers suddenly, the paramilitary force should realize that there is a long way to go if they are serious in achieving real peace for city, creating more problems for local masses won't do the trick.

@SAQ no one snatches your wallet in the West. Here you end up in long queues waiting for days after payments to get duplicate ID card. This is the reason why people keep photocopies of CNIC. license. etc. First create an environment free from street crimes then ask for such requirements.

I think this is the beginning of the end. We may here soon that: children must carry their original form B in their school bags while going to schools. It is advised that they should wear their form B as a locket in their necks while playing outside their homes. children found without form B would be sent to juvenile jail. couples without marriage certificate would be sent to jail for violation of Hudood Ordinance. report of snatching of wallet along with CNIC would not be lodged unless original CNIC is produced. peoples of Karachi found without CNICs would be shot at sight. foreigners and people from other parts of the country can move anywhere in the city without any identity. people of Karachi have to pay protection tax to the LEAs; outsiders are exempted.

@SAQ Name just a couple of such countries. Rules like this, even if the exist, are for foreigners not locals. I have been living abroad for more than 20 years in many countries both western and otherwise and was never required to carry such docs all the time.

MQM as the reps of this city should raise this issue with as much strength as it deserves at the National Assembly. People with rural area thought limits should not be allowed to dictate Karachi. It is such botched, ill thought out steps which lend credence to Karachiites siege mentality.

Being a telecommunications engineer, I confirm, that these devices are not expensive, and the service can even be made handy using modern-day cellphones. What are we waiting for?

How come Karachittes, who use to be considered the most educated folk became that dump during last 30 years? I am sure at least educated ones must know the meaning and definition of "ID CARD" or "Identification Card" and what usually its purpose. I live abroad and cannot consider leaving my home without my picture id !!!

If we see crime rate of country so Punjab will be on top list..... but unfurnately karachi looks like occupied kashmir....... so discrimination is started against karachi and so called urdu people. why it is not being imposed in other cities or provinces KPK, Balouchistan there is more terrorism than karachi...... senseless.

@IMRAN Ali, sir try living in a city infested with checkpost that are bomb magnets themselves. In Peshawar we all are not asked we are denied entry at places because we don't carry Cnics. Funnily employer ids are akin to get out of jail cards here.

Picture card can be any document (i.e. driving licence or any membership card) but ID is ID card --- I am living in England from last 10 years but do not generally carry any picture card...... It is so funny for someone living abroad but painful for people living in Karachi (feel sorry for that)

there was no point in asking them how this will benefit rangers.... carry original ID card is too simple yet people will try to make an issue out of it. rest of world's law enforcing agencies always ask for original not color photo copies... make it practicable don't put hurdles in such a small ask by Rangers.

It is Not just the CNICs. Law enforcing agencies are playing hell out of Karachi dwellers. Pillion riding is also stopped. Police and rangers personnel stop bikers, question them to identify the linguistic group, and deal with them accordingly. Police leave them taking bribes as usual, but the rate is increased many folds now-a-days. They are targeting poor, lower-middle and middle classes specifically, with high hand. People are trying hard to twist their accent to Punjabi when they are stopped on roads and questioned. This harassment & extortion with hatred is being done on a very large scale.

People living abroad should not compare Karachi situation with themselves. its insulting to people of Karachi the situation is different there then abroad. You should live in Karachi to feel the pain. Rangers doing good job but don't do stupid moves here. I guess we need more public relation people in rangers to handle this properly. Thanks

@ABDULLAH No in europe they will not arrest you but will take you in their mobile vehicle all the way to your home where you can show your ID card but police will keep record of you and if you are found next time without ID card in case they check you they may fine you for that instead of again going to your home for ID identification. As a general rule people are always told in europe to keep their ID cards all the time with them irrespective of whether they get checked once a month or once in ten years, that is just your luck.

Frankly Karachi will be ruled best under the rule of an Urdu speaker who does not support any political party. By Urdu speaker I mean a person with original roots in undivided Hindustan. You may disagree but only such person will be seen as a Karachi-oriented person. In the past, Sindhis and others have been blamed for unrest while they were running the city. Give Karachi a non-political Urdu speaker and see the good results.

Karachi has become occupied Kashmir. Why only in Karachi. Baluchistan is troubled area KPK has lot of violence parts of Punjab also have law and order situation but only in Karachi to have ID card. It seems as if Karachiites are not Pakistanis.

If I am stopped by Police on the street of any european country! unless I can prove my identity, they will not let anybody go even if there is no crime involved! That can be through any government issued Id. Further checks can be done if needed by them. Why this is issue in Pakistan, they should co operate with authorities that are there them.

@IMRAN ALI ....actually, you are wrong...Since 2009, you can't walkout without NIC in KPK...and we don't call the army as occupying force because of that. In fact we are glad that they are there to maintain peace..

Why Karachi people are making it a big issue?? If you live aboard you know you always carry your ID CARD when you leave your home. Same should be done in Karachi and all over Pakistan. Karachi is the most unsafe city in the world. The photo copy is ID CARD is a joke anyone can place their photo on ID and make a photo copy while the info is os someone else. Think people it's not rocket science and keep ur original ID CARDs with you if they are stolen just report to police station With ur birth certificate for less hassle by police.

@SAQ Your are right, in others countries this law isn't limited to one city. If government of Pakistan was implementing this law for all citizens of Pakistan than it was okay, this is called discramanation in others countries.

@SAQ then they will provde security to them as well. we carry our orignal CNIC but what if we robbed then rangers should take a blame and make us free of cost CNIC without having any trouble long lines outside NADRA offices.
