PM's foreign trips: LHC orders govt to submit record of expenses

LAHORE: The Lahore High Court (LHC) has ordered the federal government to submit a record of expenses incurred during Prime Minister Nawaz Sharif's foreign trips.

The court was hearing a petition on Monday filed by Advocate Javed Iqbal Jafri which stated that the prime minister was staying at a hotel where the cost of a room was Rs800,000 per night.

Jafri had stated in his petition that the money was being taken from the national treasury and was the property of the people of Pakistan but the premier was spending it on furthering his personal businesses and going on leisurely foreign trips.

The petitioner also requested the court to include the prime minister and his family's name in the Exit Control List (ECL).

Taking notice of the allegations, Justice Mansoor Ali Shah of the LHC directed the federal government to submit a record of the expenses incurred during the prime minister's foreign trips by November 6.

Earlier on Oct 2, the court had admitted the petition for hearing, which referred to the prime minister and his wife taking "luxurious international tours on government funds", adding that the premier had made frequent visits to the UK, China and Turkey.

The prime minister has been widely criticised in the past regarding his foreign trips and apparent neglect for problems at home. During his first five months in the job, the chief executive of the country had reportedly spent nearly a month abroad on one private and five official visits.

@Wahaj True, they should not take unnecessary trips. But you see most PM's and Presidents, when they travel to conferences, stay at the same hotels and they cost. In London for example where they stay at Churchill, it's not even the in the top 5 hotels, or maybe not even in 10. But it will still cost thousands of pounds. Even african leaders stay at such places. I will give you the example that i work at a startup financial institution, and we were trying to arrange a cheap but decent hotel for some vendors. We were tight on budget, but near our office in central london, best we could find was a three star thistle for £330 GBP per night. They said maybe in december/january it will be cheaper, but we have international demand from all over the world. We had no choice.

The difference between the two leaders is so glaring. One goes abroad and brings in business and trade relations for the country! Other goes abroad and wastes country's money in lavish lifestyle. No points to guess which country is going which way!

@Farhan Embassies have hardly any provision for stay, however, he could have stayed in some budget hotel being a PM of a poor nation. But why should he? He is on a mission to avail of all public resources which the government has been saving out of so called austerity measures. Sacrifices for nation so that Sharifs could enjoy!

Ignorance rains supreme. There is no end to supidity and ignorance of the upper class in Pakistan. This chap if it wants to be honest should have asked the member of the Asse6mbly of his area for the information, he probably will get it by direct approach to the prime minister's office. He should compare the expenses with the previous practices of the validity of foreign trips of the prime ministers or the dictatorsas it may be the case. Then just compare this one expense of the trip of the chinese leader. Howevler if you compare the expense of the Indian prime minister for a trip to the USA you will be surprised that our prime minister cost us less than the Indian prime minister . Should the Prime Minister make such trips ? This is the fundamental question ? Without these trips prime minister can not do his job effectively. The real eye opener will be if you compare the expenditurecof the Saudi king for one weekscholidays in Spain last year. A number of cargo airplanes had to make a few trips to Spain to carry his stuff , that is only for one week at least ten times more than our Prime Minister. No I am not a member of any political party, I am not one who will vote for any Party that promotes any religious agenda in preference to other religions. I would go for the PPP if they were true to their pronounced values and had better leadership.

Is Pakistan a democracy is what everyone wonders. No not because the PM stayed in a posh hotel on his trip abroad but because Court has no jurisdiction to decide how a PM should run the country or where he allocates resources, unless illegality has been committed. That the Court has admitted the petition shows malafide intent and total contempt for Democracy and the concomitant Civilian supremacy. Why has the Hon Court never found the guts or gumption to demand an Audit of the Institution which consumes 40% of the countries revenues, as is done in every country across the globe ?

People who incur these expenses, I am sure have a team of people, who are fully aware of how to hide these expenses or show them as legitimate. The only way forward is to have an independent body audit these expenses. It is just not good enough to say that the policies allow these expenses. I believe, these policies need to be examined as well.

Accountability is the only way out. Any big expenssive trips by a government official, paid by poor tax payers of Pakistan need to be justified. If it is a private or personal travel, than government officials MUST pay from own pocket. Chances are nothing will come out of investigations, but atleast people are watching how their money is spent by government officials.

The courts can ask for details of expenses incurred on PM's foreign visits but if the Public Accounts Committee of the Parliament or the Auditor General wants to scrutinize the expenses / accounts of the Supreme Court it is a "NO GO AREA"! We have Rajas and Maharajas in every government department - nobody wants to be questioned on their wasteful expenses. The courts should also offer their accounts for scrutiny of Parliament.

He is no different than Zardari. They all run this country as one of their business offices. Take off to any country any time to visit their overseas businesses. Favourite spots are Turkey, UK, China. Always they take along their cronies as business partners. All in the name of sham democracy. That is the reason Nawaz Sharif has foreign affairs under him, keeps foreign advisors like Sartaj Aziz on country's pay roll. What they do,what is their function , that is any body's guess.

@Shafiq khan Can't give examples of Indian PM and Saudi king to justify our PMs spendings -/ who ever he may be -- especially if there are other decent alternatives to stay. And only PM and officials with him should be paid by -- not their whole family and braadari. You want to give examples -- how about Gandhi traveling in 3 rd class -- ( he said , he travels because there was no 4th class ) how about Jinnah who stopped them from hiring the cook he liked because of expense. You should spend what your country can afford. If previous governments did it--- that is not a justification.

Court should investigate why he took his son to India on taxpayer money when he is not part of govt. also whenever PM goes to America or any European country he usually get a stopover in London for a day or two with no official engaments. He stays with his son for private business matters but at same time his supporting staff take days off on public money to go for shopping or meet friends. Why public pay for days when he is not officially engaged in any activities. His staff wait for his boss to finish personal matters and then he take next leg to his trip. This is criminal act which court should investigate.

This is just a step for fooling the people/masses by LHC. Instead of taking the notice on rigging, and illegal mandate of PM, they are taking notice on PM foreign trips expense. We all know the outcome of this notice. Don't we? This will be similar to what courts recently did with a lot of other PM corruption cases. They found him not guilty because of lack of proofs. Rubbish. There is not even one National institution in Pakististan that operates independently or I should say honestly for the benefit of Pakistan. The prime minister of Pakistan is entitled to visit foreign country. These petitions can't fulfil these revolutionaries ideas to topple the government illegally. Our High Courts and Supreme Court of Pakistan should also their discretion as non -maintainable. The people of Pakistan has elected Nawaz Sharif as prime minister and in next general election the people of Pakistan again will decide.

I feel its like making hill out of a mole. When Pakistan PM is travelling, there are bound to be expenses. For God's sake he can't stay in some rain bassera type hotel !! And it is absurd how LHC has admitted such plea ! I am sure there would be some audit authority in Pakistan like CAG of India, which is meant to audit Government spending and if it points any irregularity then only the court should interfere. This undermines dignity of the PM.

When nations invite heads of state, then they provide accommodation also, in state guest houses. When our PM stays in hotels, they are usually private trips, and hence, should be paid by themselves. This is theft as simple as that, He can fast, pray, go to Hajj, none are acceptable as he is stealing and lying. About time there is accountability here in this world, in their lifetime. Either he returns the money or goes to jail, there is no other way around it.

Before jumping on any conclusion let's check how much it cost and what a judgment from court. In monarchy and dictatorship you cannot sue king and general , that is why we need democracy . Also it is protocol office decide where to stay not president and prime minister.

Nasir bhai saheb, you could easily have given example of Ahmedi Nijad of Iran who not only stayed at cheap hotels when abroad but also lived a simple...very simple life indeed at home. According to a set moral principle we should look towards those whose style can be followed (copied) instead of quoting those who spend like us or more than us...it is only then that we can hope to live moderately.

When the leader of a nation goes on a foreign trip, it costs money. No qualms about it. What Nawaz should be investigated about is his detours to London and his sunday flight to Lahore to meet his mother, I.e. who's been paying for these things.

Its unbelievable that some people here are actually justifying this. Mostly by comparing Pakistan PM to saudis and other first world nations. We are not as rich as them and need to live within our means. This is the basics of any financial advice.

@The_Truth . These are little things with enormous consequences. If the prime minister of a dirt poor country spends $8,000.00 per night on his stay and has 80 people in his entourage, calculate the total expenses for one week. However, the biggest danger of this lack of accountability is when the PM uses or abuses his office for other such matters where the nation & the country bears the brunt. The point is: there should be accountability for their actions. Even the US congress asked their president about the expense report when he once vacationed in Hawaii with his family and used Air Force One for the travel.

@Samuel - Didn't you know, all politicians are corrupt? Especially so in Pakistan. For the past 20 years, the revolving doors in ISB have seen one criminal after another take the oath of office, in rotation, only to loot and plunder the treasury, thereby increasing the misery of the common main. All of them are in it for themselves, their cronies and chamchas!

@mjk --My friend, Just to set the record straight, I wrote those words with a tint of sarcasm. It is outrageous to waste public funds by staying in Waldorf Astoria instead of Roosevelt Hotel in Manhattan which is actually owned by the government of Pakistan. Now compare Mr. Sharif's lifestyle with Indian Prime minister, Narendra Modi on similar trip to New York.
